B. The following summary is a general guide to the scope of work. It should not be construed as a detailed list of work included in the contract. 1. Selective demolition of fire and water damaged building components, including removal of damaged gypsum board, ceilings, flooring, casework, mechanical and electrical systems, and related materials as required for reconstruction. 2. Reconstruction of interior partitions and building assemblies, including metal stud framing, gypsum board, insulation, firestopping, joint sealants, rough and finish carpentry, and associated architectural repairs. 3. Replacement and restoration of interior finishes, including acoustical ceiling systems, luxury vinyl tile flooring, carpet tile, resilient base, painting, coatings, wall protection, and other finish materials required to restore affected areas. 4. Furnishing and installation of new plastic laminate casework, millwork, accessories, and related architectural components to replace damaged building elements. 5. Modifications and restoration of plumbing, HVAC, lighting, power controls, and associated electrical systems required to support the reconstructed spaces and return the facility to full operation following the fire event. Attachment C of the Response Form contains the qualification requirements for the solicitation. Qualification requirements include, but are not limited to: Responding company has completed as a Prime Contractor the work for at least three (3) contracts which have achieved Substantial Completion since July 1, 2021, for construction of interior renovations from fire and water damage. Each of these contracts MUST have had a construction value of $200,000 or greater. OR In lieu of Responding company’s projects, Responder may provide on the form at least three (3) qualifying projects completed by the Project Manager while employed by others which have achieved Substantial Completion since July 1, 2021, for interior renovations from fire and water damage, and construction value of $200,000 or greater. Project Manager and Job Superintendent listed EACH has had at least five (5) years of experience with interior renovations from fire and water damage similar to scope and value to this project. Each of these contracts must have had a construction value of $200,000 or greater. This solicitation includes required insurance as recommended for the project’s specifications and scope of work. It is highly encouraged potential responders review Section 00 73 16 Insurance Requirements, as well as AIA A201, Article 11 of the project manual in the solicitation before submitting a response. Pre-Bid Meeting: A mandatory Pre-Bid meeting and site walkthrough will be held on June 16, 2026, at 10:30 a.m. CT, at the Main Public Front Lobby, located off Cedar Street on the west side of the building, at 540 Cedar Street, St. Paul, MN 55101. The State requires a pre-registration process for all attendees. Responders who have previously been approved to enter the facility must still submit an intent to attend for pre-registration purposes. Requests submitted after the pre-registration deadline may be considered; however, the State is not obligated to approve late requests. All attendees must present a valid driver’s license upon arrival for admittance into the facility. Parking is available at metered parking spaces on surrounding city streets. Attendees are responsible for any parking fees incurred.
