    Description

    The County is seeking proposals from qualified individuals or organizations to design and deliver an in-person Results-Based Accountability (RBA) training for County staff and community members. The purpose of this training is to build shared understanding of fundamental principles, language, and capacity to apply RBA through an equity-centered public health lens.

    The County seeks a training approach that support participants in:

    • Understanding the principles and application of Results-Based Accountability (RBA)
    • Using disaggregated data to identify inequities and opportunities for improvement
    • Applying equity-centered strategies to improve population and program outcomes
    • Recognizing and addressing structural and institutional barriers that contribute to health inequities
    • Building shared accountability across County staff and community partners
    • Centering community voice, lived experience, and partnership in public health decision-making

    The County is particularly interested in approaches that are interactive, practice-oriented, and accessible to participants with varying levels of familiarity with results-based planning, performance measurements and equity-related concepts.

    The County seeks training covering the Results-Based Accountability framework and related application in public health and equity contexts. Proposers are not required to hold certification from, be licensed by, or be affiliated with any specific commercial provider or trademark holder, provided they can demonstrate successful experience teaching the relevant concepts and facilitating their application in practice.

    The County is committed to positively impacting health outcomes across the county and strengthening accountability practices across programs, services and partnerships. Traditional performance measurement approaches have often focused primarily on aggregate outcomes and activity metrics without adequately examining how systems, policies, and institutional practices contribute to inequitable outcomes.

    The County seeks training that will help participants:

    • Understand how structural inequities impact public health outcomes
    • Apply RBA principles in ways that advance equitable outcomes
    • Use data and community engagement to inform decision-making
    • Develop shared language and tools for cross-sector collaboration
    • Naming and addressing structural opportunities as a root cause of disparities.
    • Using disaggregated data to reveal opportunities for improvement and inform targeted action.
    • Centering community voice, power, and lived experience in defining “what works.”
    • Holding institutions accountable for outcomes, not just activity.

      Where price is not the sole evaluation factor for a solicitation (e.g., in the case of a "best-value" solicitation), five percent (5%) of the total evaluation points otherwise awardable will be added to the proposal score for each Local Business or Local Non-Profit score for evaluation purposes. In the event of a tie between a Local Business or Local Non-Profit and another bidder, the Local Business or Non-Profit shall be awarded the Contract, assuming agreement on other contract terms.

      An additional three percent (3%) preference shall be given to a Local Business or Local Non-profit (for a total of eight percent (8%) of total points otherwise awardable) if the proposer is a Small Business or Small Non-Profit, or an additional 5 percent preference (for a total of ten percent (10%) of total points otherwise awardable) if the proposer is a Micro Business or Micro Non-Profit.

    • Does the proposer have at least three (3) years of experience providing training, facilitation, consulting, or related professional services in one or more of the following areas: (required)

    • Has the proposer successfully completed at least three (3) comparable engagements within the past five (5) years involving training, facilitation, or technical assistance for public-sector, nonprofit, healthcare, public health, or other complex organizations. (required)
    • Does the proposer have experience working with at least one (1) local government, county, city, special district, public health department, or other public-sector agency on a project of similar scope or complexity. (required)
    • Does proposer have at least one lead facilitator and/or project lead who: (required)

      • has at least three (3) years of relevant professional experience in training, facilitation, or consulting in the subject areas described in this solicitation; and

      • has experience delivering training or facilitated sessions for multi-disciplinary groups, leadership teams, or public-sector staff.

      • If subcontractors are anticipated, identify them (if known) and provide information on how they will be used.
