The City of Jacksonville is requesting BIDS for RFB-FY26 Cul De Sacs Paving located in Jacksonville, North Carolina: Description: Work to be performed under this Request For Bids (RFB) includes materials, equipment, labor and traffic control to mill existing asphalt pavement (8,385 sq yds), apply prime/tack coat and overlay with Hot Mix Asphalt at locations specified in RFB. Traffic control devices will be set-up and maintained in accordance to the Manual of Uniform Traffic Control Devices for street and highway construction. Any work zone not properly set up will be cause for work stoppage by the City’s inspector or representative. Contractor is responsible for all areas specified, adjusting meter/valve boxes to finish grade; adjusting sewer manholes to finish grade , as needed. Contractor will proof roll all areas getting repaved with asphalt prior to contractor placing new asphalt. This will allow for repair of any sub base issues prior to paving. The Contractor will be responsible for a complete clean-up of each work site at the end of each day and at the end of the project. The following details and specifications are not supplied as part of the Bid Documents but shall be used as a standard for the execution of the work and the installation of materials when not covered in the supplied drawings, specifications, details or project description as if fully set out and attached herein: City of Jacksonville Manual of Specifications, Standards and Design MUTCD Please note that the City reserves the right to cancel all or a portion of the requested areas or add additional areas at their sole discretion if the need arises. All bids are to be returned to Tim Rivers by 4:00 PM EST on May 1, 2026 at the Streets Division at the City of Jacksonville Public Works Facility located at 350-A Marine Blvd, Jacksonville, NC 28540. There will not be a public bid opening. The responsibility for submitting bids (including all documents requested herein) is solely and strictly that of the bidder. The CITY is not responsible for delays in the delivery of the mail or delays caused by any other occurrence. Bids received after the time for closing will not be considered. The CONTRACT DOCUMENTS may be examined and/or obtained at the Engineering Division at Jacksonville City Hall located at 815 New Bridge Street, Jacksonville, NC 28540. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment. The City of Jacksonville will conduct a Pre-Bid meeting at 1:30 P.M. (EST), on Tuesday, April 21, 2026 in Meeting Room A&B at Jacksonville City Hall, 815 New Bridge Street, Jacksonville, NC. The Jacksonville City Council reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids which appear to be in the Owner's best interest. NO WEAPONS: There shall be no weapons or guns allowed on City property or private property you are contracted to work at or on. BID BOND: Each Bidder must deposit a five (5%) percent Bid Security with his/her Bid. LICENSURE: BIDDERS must be properly licensed under Chapter 87 of the North Carolina General Statutes. BONDS: The successful Bidder, upon award of contract, shall furnish a Payment Bond for 100% of the project price; and a Performance Bond for 100% of the project price. A Surety licensed to do business in the State of North Carolina must issue the Payment Bond and the Performance Bond. The Bonds will be executed by the signing of a Power of Attorney by the Surety and will list the Resident North Carolina Agent.
