The purpose of this RFI is to identify vendors with the required expertise in acoustic assessment and soundproofing solutions and specialized expertise working in historical buildings who may have an interest in contracting with the UCS. This RFI will not result in a contract award. Vendor response to the RFI will be independent of, and have no bearing on, any future competitive solicitation issued for same service. By issuing this RFI UCS seeks to: (1) Identify potential vendors with the capacity to provide the services outlined below; and (2) inform UCS’s development of technical specifications and evaluation criteria for future procurements. Background Information Courtrooms across New York State vary in age, construction, size, and architectural composition. Many courtrooms, particularly in older or historic courthouses, present unique acoustic challenges. Excessive reverberation, sound transfer between adjoining spaces, and environmental noise can interfere with proceedings. The UCS is seeking soundproofing solutions that balance effective soundproofing and functionality, historical preservation, and aesthetic continuity (e.g., heritage features, finishes, design, etc.) in these important judicial spaces. The UCS is seeking responses to this RFI from vendors with experience in: Acoustic engineering Sound isolation, absorption, and treatment Work in historic properties Compliance with preservation standards Low-impact or reversible installation methods General Project Services Conducting acoustic assessments in historically significant buildings or architecturally sensitive environments. Designing and installing soundproofing systems that meet functional and aesthetic requirements. Collaborating with preservation architects, engineers, and local historical review boards. Providing materials and methods compatible with historic finishes and structures. Adhering to New York State Building Codes; Americans with Disabilities Act (ADA) requirements; applicable preservation standards (e.g., State Historic Preservation Office (SHPO) review standards); and fire, electrical, and safety regulations. Proposed solutions may include but are not limited to: Acoustic paneling or baffles compatible with historic interiors Window, door, and wall isolation systems Floor and ceiling insulation systems HVAC noise mitigation techniques Custom sound attenuation solutions suitable for judicial and administrative environments Preservation of Historic Integrity Acoustic solutions implemented in courthouses are expected to adhere to the following methods: Use Minimally Invasive & Reversible Methods Preserve Visual & Aesthetic Integrity Use Compatible Materials that satisfy both acoustic performance and preservation requirements Address Environmental Hazard Considerations Coordinate With Preservation Stakeholders Responding to this RFI To indicate interest in providing these services, please send the Required Response Form and a letter of interest, which includes the necessary components listed below, to the email address below by 2:00PM Eastern on Thursday, February 5, 2026. Identify the business name, address, and primary contact Describe years in business and the supervisory structure that will be implemented to promote quality service delivery. Describe the vendor’s relevant experience, including a description of acoustic projects completed in the last five (5) to ten (10) years in historic, landmarked, or architecturally sensitive environments. Include information about the location, its historic nature, and the scope of the project(s). Include photographs of completed installations and provide references from prior projects to demonstrate experience and performance. Describe the vendor’s pre-installation inspection methodology. Give examples of relevant material types and acoustic ratings that would be used. Identify the methods used for minimally invasive installation. Indicate on the attached form the judicial district(s) in which services can be provided.
