AI Summary
The NYS Motor Vehicles Dept. requests information on best practices for the Impaired Driver Program to improve traffic safety by reducing impaired driving recidivism through education, screening, and treatment.
The purpose of this RFI is to gather information from the provider, vendor, and safety community regarding updates with respect to best practices or models for the IDP, in an effort to comprehensively review the program and ensure it is best structured to improve traffic safety. The Impaired Driver Program (IDP) is established under New York State Vehicle and Traffic Law §1196 to reduce recidivism by educating offenders about the dangers of impaired driving, screen, assess, and treat potential substance use disorders. Individuals convicted of an alcohol or drug-related driving violation whose license or privilege to drive in New York State has been revoked or suspended may be eligible for a conditional license or a conditional driving privilege if they participate in the IDP. Participation in the IDP is voluntary unless mandated by court order. Responses are not necessarily required to adhere to Vehicle and Traffic Law Section 1196 (Appendix A) and Title 15 of the New York Codes Rules and Regulations (NYCRR), Part 134 (Appendix B) for the purposes of providing information about proposed systems and best practices. The information received from vendor responses may be reviewed by program staff and executive management and may be used, where appropriate, to develop a Request for Proposal (RFP) or Invitation for Bid (IFB).
SLED stands for State, Local, and Education. These are solicitations issued by state governments, counties, cities, school districts, utilities, and higher education institutions — as opposed to federal agencies.
