The City of Springfield is seeking proposals from qualified firms/providers to: The City of Springfield is seeking qualified firms or persons to provide Housing Quality Standards (HQS) / National Standards for the Physical Inspection of Real Estate (NSPIRE) Inspection Services to comply with HUD regulations under the HOME program. The City requires inspection of certain properties in accordance with the HOME regulation (24 CFR 92.251 (a)(2)) using the Housing Quality Standards (HQS) in 24 CFR Part 982.401. A contract will be issued in the form of a one (1) year term contract with the option to renew the contract for four (4) additional one-year terms.
NON-MANDATORY A pre-proposal conference is scheduled for Wednesday, July 22, 2026, at 11:00 A.M. (CDT). The pre-proposal conference shall be conducted via videoconference.
