    This solicitation will be issued through BidNet's Maryland Purchasing Group (https://www.bidnetdirect.com/maryland/montgomerycounty). In the spirit of continuous improvement, Montgomery County utilizes this platform to post solicitations and accept electronic responses from vendors. Registration is required and FREE for all Montgomery County solicitations by selecting the "Limited" option upon registration. Montgomery County Government, Maryland, through the Department of Transportation, Division of Parking Management, is seeking two qualified contractors to provide lighting retrofit services. The work includes upgrading existing light fixtures or lamps with new, energy efficient technology—typically LED light fixtures with control systems and providing technical PMS support for the control systems after installation at various County parking garages and lots. It is the County’s intent to contract with two (2) contractors on a predetermined basis. Two contracts will be awarded as a result of this solicitation. Task Orders will be assigned on a rotating basis; however, the County will only award a Task Order to a contractor in rotation if the proposed cost in that Task Order is determined to be fair and reasonable. The Contract Administrator or Project Manager reserves the right to negotiate proposed costs particularly the labor cost of the Task Order. If negotiations with the first contractor are unsuccessful, the Task Order will be offered to the second contractor. Subsequent Task Orders will continue to follow the rotation, unless negotiations fail, in which case the order will again be offered to the other contractor. Furthermore, if a contractor fails to demonstrate, to the County’s satisfaction, that adequate qualified personnel are available to perform any Task Oder, the County reserves the right to assign that Task Order to the other contractor.
