    Description

    The City of Carlsbad, NM, is seeking Proposals for RFP 2026-05 Comprehensive Health Evaluations. Proposals are due no later than 3:00 pm on Tuesday, April 21, 2026 and are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/cityofcarlsbadnm.

    Background

    The Carlsbad Fire Department staff performs an important and dangerous job. The nature of the work and associated stress that our personnel face place them at a higher risk for cardiovascular disease and cancer. There is a high rate of injuries in the fire service. The fire service in general and specifically the Carlsbad Fire Department can improve these statistics through annual physical examinations in accordance with NFPA 1582 (most current version). A comprehensive medical examination can have a tremendous impact on reducing firefighter line of duty deaths and/or injuries by identifying and treating the higher risk individuals and detecting issues that are addressed early. A medical evaluation can provide a baseline for every firefighter who work in a hazardous environment and allows for detection of any change in the firefighter’s health during his/her career.

      The City of Carlsbad is extending the due date for this RFP by an additional two weeks.  The new due date will be 4/21/26 by 3 p.m. Mountain Time.  

    Evaluation Criteria

    • Organization/Staff Experience/Capabilities (35 pts)

      Offerors must:

      A. Provide a description of relevant corporate experience with government and private sector.   The narrative must thoroughly describe how the Offeror has supplied expertise for similar contracts and must include the extent of their experience, expertise and knowledge in relation to the scope of work.  All solutions provided to private sector will also be considered.

    • History and Longevity (25 pts)

      A. Indicate number of years the organization has been in business in the performance of the services requested in the RFP.

      B. Provide a history of the organization and it’s accomplishments

    • Ability to Meet RFP specifications (15 pts)

      A. Describe the ability of organization to meet the specifications of the RFP (Detailed Scope of Work)

    • Past Record of Performance (15 pts)
      1. indicate any similar projects or contracts held within the last five years.
      2. Provide at lease 3 references from current clients.
    • Total Cost of Solution (10 pts)

      A. Provide a complete itemized cost proposal for the service being offered.

       

    • New Mexico Preference - Resident Vendor (8 pts)

      To ensure adequate consideration and application of NMSA 1978, § 13-1-21 (as amended), Offerors must include a copy of their preference certificate in this section. In addition, for resident Veterans Preference, the attached certification Form (APPENDIX G) must accompany any Offer and any business wishing to receive the preference must complete and sign the form.
