Notice is hereby given that the City of Seabrook is soliciting proposals from eligible and qualified institutions within the State of Texas for the following:

Sealed Request for PROPOSALS for the City of Seabrook’s Volunteer Fire Department Rescue Boat, Seabrook Project No. 2026-11 will be received until 2:00 PM on August 6, 2026 by the Purchasing Coordinator, Rebecca Howton, 1700 First St., Seabrook, Texas 77586. Proposals must be received and time stamped by the Purchasing Coordinator prior to the aforementioned time, when they will be publicly opened at Seabrook City Hall. No late proposals will be accepted. RFP documents may be obtained from the city website at www.seabrooktx.gov, through Public Purchase at www.publicpurchase.com, or through at www.civcastusa.com.
Proposals may also be submitted electronically through Public Purchase. To submit a proposal electronically, an account will need to be created in Public Purchase, and then RFP 2026-11 can be accessed for electronic submission. Electronic Proposals must be submitted before the 2:00 PM deadline on August 6, 2026. The City of Seabrook ("City") is soliciting sealed proposals from qualified manufacturers or authorized dealers for the design, manufacture, delivery, and warranty support of one (1) rapid-response rescue boat for use by the Seabrook Volunteer Fire Department (SVFD).
The vessel shall be specifically designed and equipped for emergency rescue operations, flood response, swift-water rescue, public safety missions, and other emergency operations occurring in coastal, inland, and shallow-water environments.
The City seeks a commercially proven vessel that has demonstrated reliability in public safety applications. Prototype or experimental designs are not acceptable.
The successful proposer shall furnish all labor, materials, equipment, engineering, manufacturing, testing, delivery, documentation, and warranty services necessary to provide a fully operational vessel meeting or exceeding the specifications contained herein.
The specifications contained in this RFP represent the City's minimum requirements. Proposers may offer equipment exceeding these requirements provided the proposal clearly identifies all deviations and enhancements
