2026 - 2029 Emergency Storm Logistics Vendor and Contractors, Base Camp & disaster Support Services RFPDixie Electric Membership Corporation (DEMCO) is soliciting proposals from qualified vendors to provide storm logistics, base camp operations, and full-service disaster support during emergency and storm restoration events.This RFP is intended to establish a pool of pre-qualified logistics and support service providers to support DEMCO personnel, contractors, and mutual aid crews during storm response operations.Scope of ServicesVendors may provide turnkey or partial services, including but not limited to:Base Camp & Facility Setup Establishment and operation of temporary storm base camps Site development (grading, access, layout) Tents, mobile office units, and command centers Lighting, generators, and power distribution Sanitation (restrooms, showers, handwashing stations) . Lodging & Accommodations Hotel coordination and block reservations Temporary workforce housing (RV units, sleeper trailers, bunkhouses) Linen, cleaning, and housekeeping services 24/7 support for lodging logisticsFood Services / Turnkey Catering Full-service catering for storm crews (3 meals per day minimum) Mobile kitchen units and feeding stations Meal planning, preparation, and distribution Ability to scale for large crews (100+ to 1,000+ personnel) Accommodation of dietary restrictions and emergency feeding needsTransportation & Fleet Support Crew transportation (buses, vans, shuttles) Fueling services (on-site fueling, fuel trucks) Traffic control and staging coordination Fleet staging and parking managementMaterials & Supply Logistics Procurement and delivery of consumables and supplies Ice, water, PPE, and emergency materials distribution Warehouse and inventory management (temporary or mobile) Just-in-time delivery to staging areasDisaster Management & Coordination Logistics coordination and incident support Integration with DEMCO storm command structure Resource tracking and reporting Experience supporting utility or FEMA disaster operations Contract StructureThis solicitation will result in multiple awards for logistics and support services.Contracts will be:Non-exclusive Utilized on an as-needed basis Assigned based on event-specific needs and vendor capabilities Contract TermAnticipated term: 2026–2029, with renewal options at DEMCO’s discretion.Proposal RequirementsProposers shall submit:Detailed service offerings (turnkey vs. individual services) Pricing structure (daily, per person, unit-based, or lump sum as applicable) Mobilization timelines and response capabilities Staffing plan and surge capacity Experience with storm response, utilities, or disaster recovery Insurance documentation Completed W-9 Pricing & Rate Structure (FEMA Compliance) All pricing must be clearly defined and itemized Rates shall remain firm for the initial contract termAny future rate adjustments: All rates submitted in response to this Invitation to Bid shall remain firm and fixed for the initial contract year (Year One). Bidders are hereby notified that the resulting Agreement will permit reasonable and documented rate adjustments in Years Two and Three of the contract term, provided that any such adjustment is tied to changes in the applicable Producer Price Index (PPI) as published by the United States Bureau of Labor Statistics, is supported by objective documentation demonstrating that the proposed increase reflects actual cost changes, is submitted in writing and subject to review and approval by DEMCO in its sole discretion, and is formally executed through a written contract amendment prior to taking effect. Rate adjustments are not automatic and will not be deemed effective by the mere passage of time, publication of an index change, or submission of a request. All rate adjustments must satisfy the cost reasonableness standards of 2 CFR 200.404, comply with the procurement standards of 2 CFR 200.318 through 200.326, and be consistent with FEMA Public Assistance Program policy and all applicable Louisiana laws, including La. R.S. § 38:2212(F).
