DEMCO – 2026 Storm Restoration & Emergency Services RFP Project Description Dixie Electric Membership Corporation (DEMCO) is soliciting proposals from qualified contractors to provide storm restoration and emergency support services in support of electric utility operations during storm and emergency events. Services may include, but are not limited to: • Overhead (OH) transmission and distribution construction and restoration • Underground (UG) utility construction and restoration • Substation construction, maintenance, and emergency services • Relay wiring, testing, and commissioning • Right-of-Way (ROW) clearing, vegetation management, and debris removal • Electrical engineering and technical support • Communications and fiber-related restoration This solicitation will establish a pool of pre-qualified contractors to be utilized on an as-needed, non-exclusive basis. Contract Term The anticipated contract term is 2026–2029, with renewal options at DEMCO’s discretion. Scope & Proposal Requirements Proposers shall provide: • Hourly labor and equipment rate schedules • Overtime, holiday, and emergency pay policies • Crew composition and equipment availability • Mobilization response time and service territory • Proof of insurance meeting DEMCO requirements • Completed W-9 • Relevant storm restoration and utility experience Rate Structure & Adjustments (FEMA Compliance) • All rates submitted in response to this Invitation to Bid shall remain firm and fixed for the initial contract year (Year One). Bidders are hereby notified that the resulting Agreement will permit reasonable and documented rate adjustments in Years Two and Three of the contract term, provided that any such adjustment is tied to changes in the applicable Producer Price Index (PPI) as published by the United States Bureau of Labor Statistics, is supported by objective documentation demonstrating that the proposed increase reflects actual cost changes, is submitted in writing and subject to review and approval by DEMCO in its sole discretion, and is formally executed through a written contract amendment prior to taking effect. Rate adjustments are not automatic and will not be deemed effective by the mere passage of time, publication of an index change, or submission of a request. All rate adjustments must satisfy the cost reasonableness standards of 2 CFR 200.404, comply with the procurement standards of 2 CFR 200.318 through 200.326, and be consistent with FEMA Public Assistance Program policy and all applicable Louisiana laws, including La. R.S. § 38:2212(F). DEMCO reserves the right to accept, reject, or negotiate any requested rate adjustment and to terminate the Agreement if any proposed adjustment is determined to be unreasonable or inconsistent with federal cost principles.DEMCO reserves the right to approve, reject, or negotiate any requested rate adjustments.Procurement & Regulatory Compliance This solicitation and resulting contracts are intended to comply with: • 2 CFR 200 (Uniform Guidance) • FEMA Public Assistance Program requirements • All applicable State of Louisiana laws and licensing requirements All contracts will include required federal provisions under 2 CFR 200 Appendix II.
