    Description

    This is a Request for Proposals from qualified persons or a business to provide consulting services to BRETSA as detailed herein. The Consultant will be tasked with evaluating the current model and exploring a full spectrum of alternative organizational and operational structures that may include but are not limited to modernizing the current model, hiring staff, restructuring into a pure funding-only approach, or other options not mentioned in this document. The study will include a detailed analysis of the current funding structure, governance, and operational practices. The Consultant will also provide timelines and a roadmap for implementing the necessary changes for each option.The successful Consultant will possess communication, leadership, organization, facilitation, and management skills. The Consultant will possess the ability to work with the BRETSA Board, legal counsel, staff of the member agencies of BRETSA, public agencies, vendors, and other entities and individuals as necessary. The selected Consultant will be responsible for conducting a thorough and objective evaluation of BRETSA's current state and providing actionable recommendations to guide the organization's future direction.
