The City has contracted with Pet Data, Inc. since 2020 for dog licensing services to manage dog licensing, and service dog registration, along with vaccination and sterilization records, and license tag distribution. Dog licensing services include, data collection, processing of documentation, sending letters and notices to residents, handling financial transactions, and distribution of license tags. The contract is nearing its termination, and the City is soliciting proposals for future services.
The City currently has 2,183 active dog licenses. City regulations limit each residence to a maximum of three (3) dogs.
The City seeks to contract with a vendor that can provide dog licensing services, including an online web-based portal for applications and/or renewals, and payment of fees, penalties, and collection admin (late) fees. The City offers a 30-day grace period for renewals. Contractor is to send renewal notices 30-days prior to expiration, a second notice on the date of expiration, and a third notice 30-days after expiration which includes penalties and late fees.
The City will receive proposals by 4:00 p.m., Thursday, May 7, 2026. Proposals will not be publicly opened. Proposals shall be submitted electronically through the City’s procurement portal hosted by OpenGov on the City’s website at https://procurement.opengov.com\portal\redondo Proposals received after specified date and time will be considered late and will not be accepted. The City of Redondo Beach reserves the right to reject any and all proposals received and, to the extent permitted by law, to waive any irregularities, defects or informalities in any proposal received.

Please have the Bidder Name, Contract Title ("RFP#2526-007 Dog Licensing Services"), and Contract Number ("RFP#2526-007") listed clearly on the outside of the envelope.
The contract shall be executed by the successful bidder and shall be returned, together with the Payment Bond, Performance Bond and Certificate(s) of Insurance to City of Redondo Beach so that it is received within 14 working daysafter the bidder has received the contract for execution. Failure to do so shall be just cause for forfeiture of the proposal guaranty.
