Project Description: The City of Roswell, is inviting bids from qualified contractors for the design & construction administration services for historic Doc’s Café’s reinterpretation as an accessible community space. Bidders are not required to attend both on-site visits and may choose the date that works best with their schedule. The on-site visits will be held at the corner of Pleasant Hill Street and Oxbo Road. All bidders should review the Standard RFP Instructions posted in the Files section of the RFP.Doc's Café was one of the first owned black businesses in the Roswell community. As such, it represents a significant historic place and period not only for Roswell, but also the region. This place was considered a community retreat - where people could be treated with kindness and service regardless of their skin color. "All Welcome" was a common comment by community members describing the sentiment of the locale. Located near the original parcel, this project should incorporate placemaking parkland design that expresses the themes and ideals of Doc's Café. These themes may be represented literally or representative, resulting in capturing the history and stories of African Americans in Roswell while making new memories for the future. The site will include both exhibits of historical materials on site as well as new programmatic activations that speak to the fundamentals and experiences that were part of Doc's Cafe. The design direction is to create an experience that is primarily outdoors, open, and easy to access. In response, the project should be intentionally designed as an outdoor activation that improves accessibility, supports flexible programming, allows for informal gatherings and activations, and reduces operational complexity. Covered or indoor-adjacent elements are envisioned as open-air, weather-protected structures, rather than fully enclosed buildings. This approach ensures visibility, ease of use, ADA accessibility, and adaptability while reinforcing the welcoming nature of the site. The reuse and repurpose of salvaged/reclaimed materials from the original Doc's café, which was carefully and securely deconstructed, must be used wherever possible. This may include, but is not limited to, hardscape, canopy, seating, sculptural works, or historic artifacts for vitrines. Documentation of available materials is available. Guests to the site should feel the themes of Doc's Cafe: that it is a cultural landmark, a site of important Black History to learn and reflect, as well as a location to activate and celebrate today. It should have specific area for name recognition and commemoration of community members.The bid is a firm fixed price to complete the work based on the submitting contractor's understanding of the scope and assessment of the sites with a payment term of Net 30 days. Bids will be opened via Teams meeting at the date and time listed on the project event calendar for Project Closing Date. Bidding Documents may be downloaded from the designated website at no charge. Prospective Bidders must register with the designated website in order to obtain official Bidding Documents. The Designed Website must also be used to submit responsive bids. Documents obtained from a plan room or source other than the designated website in either electronic or paper format may not be official documents. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The designated website will be updated periodically with addenda, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. A Bid Bond in the amount of 5% is required. Payment and Performance bonds equal to 100% of the Awarded Contract value are required. The City of Roswell has the right to reject any or all bids; to award a contract in the best interest of the City and to waive technicalities and informalities. Any pre-bid conference for the Project, and its status as a mandatory or non-mandatory event, will be provided on, and held in accordance with the Project Schedule posted on the designated website – if posted as an event. Bids will not be accepted from Bidders that do not attend mandatory pre-bid conferences.
