Val Verde County, Texas
Val Verde County is soliciting Request for Proposals from general contractors to provide a booster
pump system and electrical work for a Booster Station located in Escondido Estates area in
Val Verde County, Texas. The project will consist of, but not limited to installing and furnishing
design, equipment, material, supplies and tools necessary and/or required for the completion and
functioning systems in all of its various phases. The Val Verde County Purchasing Department
will be accepting sealed proposals until 2:00 PM on July 9, 2026 at 509 E. Gibbs St., Del Rio TX,
at which time and place will be received and publicly read aloud.
The deadline for submission of request for proposals is 2:00 P.M.(CST) on July 9, 2026. It is the
responsibility of the submitting entity to ensure that the sealed proposal is received in a timely
manner. Proposals received after the deadline will not be considered for award, regardless of
whether or not the delay was outside the control of the submitting entity.

Submission requirements and instructions, scope of work and specifications may be obtained
from Val Verde County’s website. www.valverdecounty.texas.gov Click on: Business, then Click
on: Bid Opportunities or from www.civcastusa.com. Contractors must register on this website in
order to view and/or download specifications, and other related documents for this project. If
a different format is needed to download or print the documents, you may submit a request by
emailing Mr. Carlos Velarde, P.E. cvelarde@valverdecounty.texas.gov
Offerors shall submit a proposal bond by an acceptable surety in the amount of five percent (5%)
of the proposal in excess of $100,000.00. A certified check or bank draft payable to the locality or
negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Proposal Bond.
Upon award of contract, the successful Offeror must be able to furnish a Performance and Payment
Bond each in the amount of 100% of the contract price from an approved Surety Company
holding a permit from the State of Texas to act as Surety and acceptable according to the latest list
of companies holding certificates of authority from the Secretary of Treasury of the United States,
or other Surety or Sureties acceptable to the Owner. Awarded contractor shall be required to furnish
bonds within thirty (30) days from the contract date and before any commencement of work.
All questions for this project must be in writing and submitted to Carlos Velarde, P.E. cvelarde@
valverdecounty.texas.gov by June 29, 2026 at 4:30 P.M. (CST). All responses will be available by
visiting www.valverdecounty.texas.gov under Bid Opportunities and at www.civcastusa.com by
July 2, 2026 at 4:30 P.M. (CST). Access to all addenda and Q&A will be available on the county
website at www.valverdecounty.texas.gov.
Val Verde County Commissioner’s Court reserves the right to reject or to waive any and all irregularities
or informalities in the proposal. Proposals may be held by Val Verde County for a period
of sixty (60) days or until a contract is awarded, whichever occurs first, from the date of the RFP
opening for the purpose of reviewing proposals.
All contractors/subcontractors that are debarred, suspended, or otherwise excluded from or ineligible
for participation may not undertake any activity in part or in full under this project. Val
