SLED Opportunity · HAWAII · STATE OF HAWAII

RFP 26-OC3 requests proposals from registered and compliant organizations with experience with planning agriculture conferences in Hawaii with the primary goal of DABCON26 to develop, organize, and host a statewide agriculture conference in Hawaii in 2026 that leads to generational economic profitability for small, medium, and large farms in Hawaii. The 2022 Census of Agriculture (AgCensus22) reported 6,569 farms in Hawaii, a decrease of 759 farms when compared to the 2017 Census of Agriculture (AgCensus17). This represents a 10% decrease in the number of farms in Hawaii in five years. AgCensus22 reported that 3,379 of Hawaii’s farms, which represents 59% of all Hawaii farms, report their value of annual sales as under $10,000. DABCON26 could address the significance of these numbers, the challenges that Hawaii agriculture confronts to increase food production, recover from natural disasters, and determine appropriate resources to about 60% of all farms that are likely to represent subsistence or part time farming operations. Also of importance is food security, interpreted in this case to mean scaling up production to meet local demand, and the actions needed to support the 40% of the operations that have the potential to produce more food for Hawaii. The proposals submitted in response to RFP-26-OC3 should offer innovative, science-based, data-driven solutions and thought-provoking discussion with some historical references through an agenda that can provide ideas to grow all sectors of Hawaii agriculture. Priority will be given to proposals that provide a path to generational economic profitability for small, medium and large farms. To achieve this goal, DAB announces the availability of approximately $100,000 in general funds for one DABCON26 project. DAB will consider proposals with clear objectives, measurable outcomes to support achieving the objectives, and the data collection methods to show the measurable outcomes were met. DAB will administer a competitive process for one award. The primary goal of DABCON26 is to develop, organize and host a statewide agriculture conference in Hawaii in 2026 that leads to generational economic profitability for small, medium and large farms in Hawaii.
