Overview: The New York State Office of Addiction Services and Supports (NYS OASAS) is issuing this Request for Proposals (RFP) to responsive and responsible Bidders that can develop, implement, and manage the payment as a payor of last resort for treatment, harm reduction, and recovery services to NYS OASAS-approved gambling providers for those seeking support related to gambling harms. Lastly, we need Bidders capable of supporting the ongoing expansion of access to community-based gambling services for treatment, harm reduction, and recovery supports by recruiting private practitioners in identified high-need communities. Funding Available: NYS OASAS seeks to award a single Bidder to provide these services. Fiscal proposals will be evaluated and scored. Please follow the instructions for outlining costs. All provisions of this RFP and the resulting contract award are contingent upon the availability of New York State funds. Eligible Bidders: For the purposes of this section and anywhere else in the RFP that “Eligible Bidder” is mentioned, “Eligible Bidder” shall mean entities that meet all the criteria below: Eligible bidders must demonstrate at least five years of experience administering provider payments, claims processing, or provider network management. Examples of eligible bidder types include but are not limited to behavioral healthcare organizations, managed care organizations (MCO), healthcare organizations, human services programs or government consulting organizations. Experience with NYS OASAS or similar state behavioral health systems is preferred but not required. RFP and all Attachments and Appendices are attached to this NYSCR Ad.
