    Description

    In accordance with N.J.S.A. 19:44A-20.4 et seq., the Bridgeton Board of Education is requesting proposals from physicians licensed to practice medicine in the state of New Jersey, that wish to provide medical counsel and services to Bridgeton Board of Education as directed by the Board.  It is the intention of the Bridgeton Board of Education to appoint Physicians to provided medical services for the 2026-2027 school year and two additional years at the board’s discretion for 2027-2028 and 2028-2029.

     

    B.  SCOPE OF SERVICE

    The district is seeking an annual cost proposal to include, but shall not be limited to the following services pursuant to N.J.A.C.6A:16-2.3 and N.J.A.C 18A: 40-1.

     

    1. Consultation in the development and implementation of the Bridgeton District policies, procedures and mechanisms related to health, safety and medical emergencies.
    2. Consultation to Bridgeton District medical staff regarding the delivery of school health services, which include special health care needs of technology supported and medically fragile children; including those covered by 20 U.S.C &&1400 et seq., Individuals with Disabilities Education Improvement Act.
    3. Consultation to the Bridgeton Board of Education, school district administrators and staff as needed;
    4. Physical examinations conducted in the school physician’s office or other comparably equipped facility for students who do not have a medical home or whose parent has identified the school as the medical home for the purpose of the sports physical examination;
    5. Provision of written notification to the parent stating approval or disapproval of the student’s participation in athletics based upon the PPE or the reason for the school physician’s disapproval of the student’s participation.
    6. Direction for professional duties of other medical staff;
    7. Written standing orders that shall be reviewed and reissued before the beginning of each school year;
    8. Establishment of standards of care for emergency situations and medically related care involving students and school staff;
    9. Assistance to the Certified School Nurse or noncertified school nurse in conducting health screenings of students and staff and assistance with the delivery of school health services;
    10. Review, as needed, of reports and orders from a student’s medical home regarding student health concerns;
    11. Authorization of tuberculin testing for conditions outlines in N.J.A.C.6A:16-2.2(c);
    12. Review approval or detail of reasons for denial of a student’s physician’s determination of anticipated confinement and resulting need for home instruction.
    13. Consultation with the school district certified school nurse(s) to obtain input for the development of the school nursing Services Plan pursuant to N.J.A.C. 6A:16-2.1.
    14. The school nurse(s) shall work under the direction of the School Physician and carry out the standing orders of the School Physician.
    15. Physician to provide assistance to the district in determining eligibility for employee sick bank requests in accordance with Board Policy.
    16. Physician to oversee athletic trainer for the treatments/rehab of athletic students.
    17. If the awarded Physician is out of the office for more than two (2) consecutive days, the office will make arrangements with the District to have another Physician in the office to provide medical counsel and services.

     

    The following requirements based on our district Drug, Alcohol, Steroids, Tobacco (Substance Abuse) Policy and New Jersey Statue N.J.S.A 18A:40A-12. Reporting of pupils under the influence; examination; report; return home; evaluation of possible need for treatment, referral for treatment.

     

    1. Requires arrangement for immediate examination of students by a doctor selected by the parent or guardian, or if that doctor is not immediately available, by the medical inspector if he/she is available. If a doctor or medical inspector is not immediately available, the pupil should be taken to the emergency room of the nearest hospital.
    2. The pupil shall be examined as soon as possible for the purpose of diagnosing whether or not the pupil is under the influence.
    3. A written report of the examination shall be furnished within 24 hours by the examining physician.
    4. In addition to the above, the pupil is required that the examination include a urinalysis. For the purpose of this policy, it would be best to have the medical clearance and urinalysis completed on site. 

     

    C. QUALIFICATIONS OF RESPONDENTS

    Qualifications of Respondents:

     

    1. Criminal history background check before entering into an agreement for delivery of services:  pursuant to N.J.S.A. 18A:40-1 (a)
    2. Currently licensed by the New Jersey Board of Medical Examiners in medicine or osteopathy whose training and scope of practice includes child and adolescent health and development: N.J.S.A. 18A:40-1(a).
    3. Completion of Sudden Cardiac Death in Young Athletes professional development module with copy of the certification to the School District pursuant to N.J.S.A 18A:40-41 (d). 
    4. Professional experience and education of the individual(s) to be assigned including a listing of experience with other New Jersey Boards of Education. A minimum of three (3) years experience as a School Physician for a K-12 district is expected.
    5. A statement concerning the ability of the individual to perform tasks assigned by the Bridgeton Board of Education in a timely fashion.
    6. Professional licenses and certifications held by the individual(s) to be assigned.
    7. A copy of a Certificate of Insurance, issued by an insurance carrier licensed in the State of New Jersey, for the individual showing a minimum amount of $1MM/$2MM professional liability insurance and all other insurance coverage shall be required upon reward of contract.
    8. A list of four professional references with addresses and telephone contact numbers. Three must have direct knowledge relating to your experience in the requested service.
    9. A copy of your New Jersey Certificate of Employee Information Report approval pursuant of N.J.A.C. 17:21-1.1 et.seq. or a completed Form AA-302 Initial Employee Information report.
    10. A copy of your New Jersey Business Registration Certificate and W-9.
