    Description

    The purpose of this joint procurement is to acquire transit services from experienced and capable firms for the operation and management of Chemung County Transit System (CTRAN), Corning Erwin Area Transit System (CEATS), and the Steuben County Transit System, hereafter referred to as “The Agencies,” as “sponsored” bus operations subject to NYSDOT Rules and Regulations part 975, Statewide Mass Transportation Operating Assistance Program. The County of Chemung is the lead agency for the solicitation on behalf of the other participants in the joint procurement. The Agencies seek to maximize the quality of transit service and overall efficiency, and to find an Operator that will assist in creating systems that meet the community's evolving needs. The Agencies reserve the right to reasonably adjust service at any time. Post-award modifications to services may include, but are not limited to, extending, deleting, or adding routes or parts of routes, and expanding or decreasing scheduled revenue miles, hours, or service frequency within the service areas. If modifications are made, The Agencies will discuss budget adjustments as necessary. The Agencies seek to take full advantage of all available grant funding opportunities to provide the greatest benefit to the service areas. The Operator shall be responsible for all operational costs associated with the transit systems, with The Agencies sponsoring and passing through to the Operator all state and federal assistance and contract revenues for specialized transit service per the contract, as well as any required municipality local share. The Agencies are seeking proposers to provide operational services for the three transit systems from the Chemung County Transit Bus Garage and Administration building. This includes providing the maintenance, parts and equipment, hires and provides all necessary personnel, supplies, training and supervision necessary to perform all operations, has the capability to use the necessary technology for the service, preventive maintenance and repair work, keep the buses clean, in good working order in accordance with the original equipment manufacturers (OEM) recommendations and maintain service continuity in accordance with this RFP.
