Venango Street, Philadelphia, PA 19134 and the Passyunk Parcel, 3100 W. Passyunk Avenue, Philadelphia, PA 19145. Proposers wishing to attend will report to the Richmond Plant and then, along with PGW staff, travel to the Passyunk Plant. Proposers who wish to attend the site visits must provide the executed Non-Disclosure Agreement (Attachment A) via email to Najey McDuffie at Najey.McDuffie@pgworks.com prior to the scheduled visits and confirm their attendance. All attendees will be required to wear flame-resistant clothing, hard hats, safety glasses, safety vests, and safety boots to walk through any portion of the parcels that are within the active Richmond and/or Passyunk LNG Plants. Any attendees who do not have adequate safety equipment will be required to stay inside a vehicle (PGW or otherwise provided) while on the property of an active LNG Plant. Any additional PPE, incremental to the previously mentioned safety equipment, will be provided by PGW upon arrival to site. During these site visits, Proposers will be able to ask PGW personnel questions about the RFP. All questions and answers related to the RFP will be recorded, collected, and distributed to all Proposers. Proposers planning to attend the sites visits must provide a list of all attendees (name, title, company). For Proposers that plan to attend the site visits as a joint venture with other Proposers, each representative firm will be required to sign the Confidentiality Agreement. 2.2 Description of Opportunity PGW is seeking Proposals that will derive maximum, long-term revenues from hydrogen business opportunities, through the use of PGW’s natural gas assets, industrial real estate, robust customer base, and proven expertise in energy delivery. Proposals will be accepted for the scope generally summarized below, and as detailed in Section 2.4, in accordance with the timeframes and RFP milestones established by PGW and aligned within the MACH2 program. Proposers may elect to submit responses for either individual areas of scope, some combinations, or the full comprehensive package. Proposals should specifically identify the discrete scope and tasks, as characterized in this RFP, and stipulated in Section 2.4, that will be fulfilled by the Proposer. Proposals may suggest: adjusting the designed capacity of the scoped facilities; utilizing alternate technologies; including additional, alternative, or adjacent hydrogen-related energy production, storage, and distribution; and utilization solutions that expand or complement the scope presented herein. Comprehensive solutions are strongly encouraged. Partnership or joint venture submissions will be accepted, and must be clearly documented as such, as required by Section 3.2 and Section 4 of this RFP. Partnerships and joint ventures should be identified and coordinated prior to submitting a proposal to PGW. PGW is primarily seeking P3 structures through which the selected Proposer(s) would be responsible for designing, financing, constructing, owning, operating, and maintaining the proposed hydrogen facilities. PGW may also be interested in potential options for facility leasebacks to PGW, or potential options for the future sale of the facilities to PGW, through which the selected Proposer(s) would provide operational training and certification for PGW staff to operate and maintain the facilities. Proposer should present the commercial structures and terms they would accept and prefer for this P3, in Section 3.2 . Proposer should clearly define the expected roles and responsibilities, over the full lifecycle of the proposed assets. Proposer should also include any anticipated or desired changes to the P3 over time.
