    Description

    Introduction/PurposeThe County of Ventura (hereinafter referred to as County) invites your organization to submit a written proposal to provide Temporary Staffing Services on an as needed basis for locations throughout Ventura County. Successful Contractor shall work directly with County Human Resources Departments to provide quality temporary personnel in a timely manner to all Coun ty agencies/departments in accordance with the attached terms and conditions and instructions to offerors which by this reference is made a part hereof.Successful offeror shall also be responsible for testing, background screening, and orientation, and shall provide reports as identified herein.Offerors shall be regularly and continuously engaged in the business of providing temporary personnel in the occupational classifications for at least the last three (3) years to be considered for award. It is preferred that Offerors shall have an office or representative located within Ventura County and be available for communication with County representatives during the timeframe of 8:00am – 5:00pm Pacific Standard Time (PST).Proposals shall be due no later than 5:00 p.m. on June 10, 2026 for Temporary Staffing Services in accordance with the attached Terms and Conditions, Instructions to Offerors which by this reference are made a part hereof.The County reserves the right to make an award to a primary vendor for 1) the entire contract 2) by occupational category 3) by geographical area, or any combination thereof, whichever is in the best interest of the County.For consideration, proposals for the project must contain evidence of the offeror's experience and abilities in the specified area and other disciplines directly related to the proposed services, including management services necessary to assist the County in meeting compliance goals.BackgroundThe County currently retains a temporary employment services agency to fill various positions to meet specific business needs throughout the County. Temporary staff may be used to fill in during the following periods: vacations, leaves of absence, while recruiting for a position, or to supplement permanent staff during periods of increased demand. The duration of employment will vary depending on the specific needs of the hiring department, ranging from short-term to long-term assignments, not to exceed 90 days. Reference EXHIBIT A for a list of the most commonly requested job titles, and a description of the function of each.The County currently utilizes one agency to provide a wide variety of temporary staffing classifications.Fiscal Year 2025/2026 Expenditures $ 743,059.05 Fiscal Year 2026/2027 Estimated Expenditures $ 1,192,247.45These figures are provided only as information. It is neither expressly implied nor guaranteed that the amount shown will be achieved in the next contract period. Since trends are impossible to predict, and budget considerations could greatly impact areas of expenditure in the future, the County guarantees no minimum amounts to be expended against any contract which may result from this RFP.Action DatesThe following is an outline of the anticipated schedule for the proposal review and contract award.Issue Request for Proposal (RFP) May 12, 2026Last day for questions May 28, 2026Proposals Due June 10, 2026 Evaluation-award July 2026 Start Work TBDThe Contractor shall not commence work until a meeting between representatives of the contractor, and the County of Ventura is held.
