    It is the intent of these specifications, terms, and conditions to describe pharmaceutical supplies and services being requested by the County.

    The County intends to award a three (3) year contract (with the option to renew for two (2) years) to the Bidder selected as the most responsible Bidder whose response conforms to the RFP and meets the County’s requirements.

    Background

    Alameda County Tuberculosis (TB) Control and Acute Communicable Disease (CD) Control are state-mandated programs, whose goals are to prevent the spread of TB and other CDs in the community and to preserve the public health of the County. TB Control and Acute CD Control are separate sections within the Division of Communicable Disease Control and Prevention (DCDCP).

    The priorities and objectives of DCDCP TB/Acute CD Control are to ensure early identification and reporting of all persons with TB and Acute CD; ensure timely completion of appropriate therapy; ensure contacts to persons with communicable disease are promptly identified, examined, and, as applicable, treated.

    Alameda County Public Health Department (ACPHD) requires pharmaceutical supplies and services for clients (patients) for whom cost (e.g., due to lack of insurance, inadequate insurance coverage, or high copays) presents a barrier to procuring their prescribed medication. This barrier may result in delays in initiation and completion of treatment and subsequent worsening of clients’ disease, prolonged infectious periods, and increased risk of transmission to members of the public.

    Contractor will provide timely, compliant, and cost-effective pharmaceutical supplies and services—including dispensing, packaging, and delivery—to eligible communicable disease patients and contacts in Alameda County to support treatment, prevent transmission, and protect public health.

    Evaluation Criteria

    • Completeness of Response (1 pts)

      Responses to this solicitation must be complete.  Responses must address all the requirements identified within this solicitation and all related documents, including any Addenda. Failure to meet the Bidder Minimum Qualifications may also be considered an incomplete response and may result in the disqualification of the Bidder.

    • Debarment and Suspension (1 pts)

      Bidders, its principal, and named subcontractors are not identified on the list of Federally debarred, suspended, or other excluded parties located at www.sam.gov/SAM.

    • Cost (100 pts)

      The points for Cost will be computed by dividing the amount of the lowest responsive and responsible bid received by each Bidder’s total proposed cost.

      Cost evaluation points may be adjusted by considering:

      1. Reasonableness (i.e., how well does the proposed pricing accurately reflect the Bidder’s effort to meet requirements and objectives?).
      2. Realism (i.e., is the proposed cost appropriate to the nature of the products and/or services to be provided?).
    • Description of Proposed Services (175 pts)

      Proposals will be evaluated considering the solicitation specifications, bid response, and the questions below:

      1. How well does the proposal describe the bidder’s process for dispensing, packaging (including unit dosing), and delivering medications in compliance with the County’s requirements? 
      2. How effectively does the bidder demonstrate its ability to maintain adequate inventory and rapidly procure required medications, including first- and second-line TB drugs within specified timeframes?
      3. How comprehensive and feasible is the bidder’s approach to providing courier services, including routine delivery across Alameda County?
      4. How clearly does the proposal outline coordination with ACPHD staff (e.g., PHNs, Controllers) for prescription authorization, consultation, and reporting requirements?
      5. How well does the bidder describe its billing, reimbursement, and insurance coordination processes to ensure compliance with Medi-Cal/AWP limits and third-party payer requirements?
    • Relevant Experience (150 pts)

      Proposals will be evaluated, including considering the solicitation specifications, bid response, and the questions below:

      1. How extensive is the Bidder’s experience providing pharmaceutical services for public health programs, particularly communicable diseases such as TB or other infectious conditions?
      2. How well does the Bidder demonstrate experience serving vulnerable or underinsured populations who face barriers to accessing medications?
      3. How relevant is the Bidder’s past experience with medication dispensing, inventory management, and rapid procurement of specialized or time-sensitive drugs?
      4. How much experience does the Bidder have coordinating with government agencies or public health departments, including compliance with regulatory and reporting requirements?
      5. How well does the Bidder’s prior experience reflect the ability to provide reliable delivery services, including routine medication distribution?
