Through this Request for Proposals (RFP), the New York State Department of Health is seeking competitive proposals from qualified bidders to provide the Independent Assessor services. It is the Department’s intent to award one (1) contract from this procurement. The Department and incumbent Contractor implemented the New York Independent Assessor Program (NYIAP) statewide in 2022. NYIAP currently conducts all initial assessments for adults 18 and over seeking personal care and/or CDPAS and MLTC enrollment. Individuals are reassessed annually, either upon a change in medical condition, upon release from institutional care, or upon their request (non-routine reassessments) and before their current assessment expires (routine reassessment). Currently, these reassessments are being conducted by MCOs or LDSS.
