Pursuant to Section 2.F. of City of Santa Fe Ordinance No. 2001-7, offerors shall be limited to nonprofit organizations that have been granted and currently hold tax exempt status under Section 501(c)(3) of the Internal Revenue Code, or to applicants whose programs are covered by a fiscal agent that meets these requirements. Offerors shall promote the healthy development of children and youth, ages birth to twenty-one (21).
Offerors must possess professional liability insurance at time of contract execution. Offerors must be a vendor of the City of Santa Fe (https://procurement.opengov.com/portal/santafenm) in order to submit a proposal. Offerors must agree to comply with state laws and rules applicable to workers' compensation benefits for their employees. Failure to comply with the Workers Compensation Act and applicable rules when required to do so may result in the termination of awarded contracts.
Funding Criteria and Reporting Requirements:
Funding for the Children and Youth Commission Fund comes from a percentage of the City's share of the state gross receipts tax (GRT) and is administered to local nonprofits (funding amount varies due to GRT fluctuations). Funding award amounts for the grant year will be capped at $100,000.00 per year or $300,000.00 for the total over three years. CYC funding cannot be used for capital purchases.
Contract terms will begin on July 1, 2026 or upon approval of the City Manager/City’s Governing Body and Mayor signature, whichever occurs later, and end on June 30, 2029. Funding is reimbursement based. Funding is primarily intended to pay for direct services for the community, rather than to pay for administrative costs. Direct administrative costs for the program shall be as low as possible but not to exceed 30% and should be detailed in the budget section of the proposal.
Fiscal agents are responsible for program management, financial reporting and all contract requirements. If an offeror is using a fiscal agent and awarded, the fiscal agent will process the reimbursement requests and all official documents and signatures must be those of the fiscal sponsor. Fiscal agent fees shall not exceed 12%.
Reporting shall occur biannually. Site reviews and/or visits are conducted by City staff members, commission members and/or consultants. Funded programs may be expected to participate in several training and technical assistance opportunities during the funding year.
Funding is subject to current and future revenues collected into the fund, through identified sources and budget appropriations approved by the City’s Governing Body. No guarantee is made or implied by the City for the amount allocated to this Request for Proposals (RFP) which will result in multiple contracts equal to that amount.
In January 2026 the Children and Youth Commission completed a Strategic Plan for Fiscal Years (FY) 2027-2029 funding cycle. The following priorities and their corresponding outcomes were identified:

The City of Santa Fe policy is to prevent personal or organizational conflict of interest, or the appearance of such conflict of interest, in the award and administration of City contracts and Purchase Orders.
The Offeror shall comply with all applicable provisions of the Governmental Conduct Act, Chapter 10, Article 16 NMSA 1978 and include a full disclosure of all potential organization conflicts of interest in the Proposal.
In addition to the Executive Director (ED) and/or Chief Executive Officer (CEO), each key personnel shall also complete the Conflict of Interest Form below certifying that the entity has read and understands the City’s policy regarding conflict of interest and the CFR. Each key personnel must also certify that there is no conflict of interest with the Project. If there is a conflict with the Project, then the ED and/or CEO and known key personnel needs to describe the conflict.
The ED and/or CEO agrees that, if after award, an organizational conflict of interest is discovered, the ED and/or CEO makes an immediate and full written disclosure to the City that includes a description of the action that the ED and/or CEO has taken or proposes to take to avoid or mitigate such conflicts. If an organizational conflict of interest is determined to exist, the City may, at its discretion, cancel the contract for the Project. If the ED and/or CEO was aware of an organizational conflict of interest prior to the award of the contract and did not disclose the conflict to the City, the City may terminate the contract for default.
The City may disqualify an Offeror if any of its key personnel belong to more than one Submitter organization/firm.

A: Funding awarded through this RFP can be used to support existing community programs or new projects as long as they meet the needs identified, however we ask that you identify funding sources with dollar amounts and percentages. Please see Section 5.1, Evaluation Proposal Content & Description of Evaluation, question 10 for further information.

A: Within the OpenGov Procurement, multiple users can absolutely be tied to the same vendor profile and access the same response. This allows teams to collaborate by viewing and contributing to a single submission. However, there is an important caveat: While multiple users can access the response, the system does not support true real-time simultaneous editing (like Google Docs). If multiple users are working in the response at the same time, it is possible for one user’s saved changes to overwrite another’s work if those changes were made concurrently. Best Practice Recommendation: To avoid overwriting: Coordinate editing responsibilities across team members (e.g., assign sections) Have only one user actively editing a specific section at a time Save work frequently and communicate when entering/exiting the response

A: The Certificate of Insurance is required at time of contract award. It is not needed for proposal submission.
Q (Prior Year Budget): On page 21 of the RFP, question 8 asks for an approved prior year budget. Is this to be a budget for the entire organization or for the program/project for which we are applying? And does it need to mirror the budget we are submitting now with line item income and expenses?
A: The approved prior year budget should be for the entire organization, it does not need to mirror the proposed budget. The proposed budget is the cost proposal and a separate submission requirement.
Q (Multilingual Staff): It appears that we are to upload a separate document from the rest of project narrative that details our staff's ability to provide multilingual services. Is that correct?
A: Yes. Since it is scored separately than the project narrative and is optional, we asked for a separate document in the questionnaire.
