City of Mission Instructions to Proposer – General Terms & Conditions Delinquent Tax Collection Services / RFP: 26-361-04-20 Please read your specifications thoroughly and be sure that the offered complies with all requirements. Any variation from the specifications will not be allowed. If you are the successful proposer, it will be required that “ Delinquent Tax Collection Services ” be provided as specified. Sealed proposals will be received for “ Delinquent Tax Collection Services ” in accordance with the specifications attached hereto. Summary of Work : The City of Mission is accepting proposals for Delinquent Tax Collection Services . Proposal Submittal Deadline: Proposal responses addressed to Mr. Edgar Chapa, Contracts Administrator, will be received until Monday, April 20, 2026 at 2:00 p.m., Central Standard Time (CST ) . All proposal responses are to be delivered to City of Mission Procurement Department, 1201 East 8 th Street, Mission, Texas 78572 , on or before the aforementioned date and time. Proposal responses shall be delivered in a sealed envelope/package and clearly marked as follows: RFP: 26-361-04-20 Delinquent Tax Collection Services . No Facsimiles or late arrivals will be accepted. Any RFP received after that time will not be opened and will be returned. Overnight mail must also be properly labeled on the outside of express envelope or package in reference to RFP. Pre-Proposal Conference : A Pre-Proposal Conference will be conducted on Monday, April 06, 2026 at 10:00 am . The Pre-Proposal Conference will be conducted at the Mission City Hall, Community Room, 1201 E. 8 th St., Mission, TX 78572. It is Highly Recommended that you attend in person. All prospective respondents are encouraged to be in attendance. All Proposers are highly recommended to attend and sign in. To view this solicitation, access Plans and Specifications, and submit a bid response, you must first register in the City’s bidding portal at https://cityofmission.procureware.com . Solicitation documents will not be mailed, e-mailed, or provided in person. Once registered, you will also be added to the solicitation distribution list for changes and/or additions via Addenda form.
