    Description

    The County seeks to continue participating in and meet all guidelines of the federal National School Lunch Program (NSLP). This program prescribes specific nutritional and menu requirements that will be adopted at all facilities, including the adult Workhouse. Daily menus must comply with NSLP requirements and be consistent for residents in all locations. NSLP nutritional and food quality standards must be applied year-round and for three (3) meals per day (excluding Workhouse bag lunches). Food service management includes, but is not limited to, providing all necessary food, beverages, and materials necessary to feed residents in all facilities, and labor to manage commercial kitchen operations assisted by adult inmate workers. This solicitation requires two separate food service contracts between Proposer and County, one for the Anoka County Juvenile Center, the School Food Authority (SFA), and the other for the Anoka County Workhouse. Contracts resulting from this solicitation are for a period beginning on or before August 1, 2026, and ending June 30, 2027, with up to four (4) additional one-year renewals. The Juvenile Center contract requires fixed meal prices. Federal regulations define a “fixed-price contract” as “a contract that charges a fixed cost per meal, or a fixed cost for a certain time period.” 2 CFR 210.2. Proposers are committing to the fixed meal pricing through June 30, 2027. The Anoka County Juvenile Center, located in Lino Lakes, operates three separate facilities and a school. These include East Central Regional Juvenile Center (ECRJC), Anoka County Secure (ACS), Non-Secure Program (NSP), and Pines School.
