    The City of Mount Vernon, New York (“City”) is seeking The City of Mount Vernon is seeking professional planning and zoning consulting services to comprehensively update and modernize its Zoning Ordinance. The selected consultant will review the City’s existing zoning regulations and develop a new ordinance that aligns with the vision, goals, and land use framework of the City’s recently adopted Comprehensive Plan. The work will include evaluating current zoning districts, land use regulations, and development standards; identifying gaps or outdated provisions; and preparing a clear, user-friendly zoning code that supports sustainable growth, economic development, housing opportunity, and improved neighborhood quality. Services will also include drafting updated zoning districts and maps, modernizing development and design standards, incorporating best practices in zoning administration, and ensuring compliance with applicable state and federal laws. The consultant will be expected to work closely with City staff and stakeholders, present recommendations to the Planning Board and City Council, and support the public review and adoption process for the updated ordinance. .

    Q (Text of the RFP): Section 6 Selection and Awards: the text therein does not seem to follow the heading. What are the criteria for "Selection and Awards"?

    A: The criteria the City will use is listed under Section 5: Evaluation Criteria.


    Q (No subject): Who will serve as the City's project manager for this project?

    A: Lukas Herbert, Assistant Commissioner of Planning. All communications concerning the project, must be done through OpenGov. No direct emails please.


    Q (Re: Procurement Protocols): In addtion to Open Gov and standard advertising /procurement protocols, what organizations will be receivng the RFP directly?

    A: No organizations received the RFP directly. However, we posted a public notice on LoHud on the day of the release and we also gave a copy of the notice to the American Planning Association New York Metro Chapter and the Westchester Municipal Planning Federation.


    Q (Budget): Do you have a not to exceed budget figure for this project?

    A: We do not have a not to exceed budget figure listed.


    Q (Payment Terms/Task 4): The terms at the end of "Task 4 – Draft Comprehensive Zoning Ordinance" read "The deliverable is the entire task and there will be no partial payments." This type of contingency payment arrangement is not standard practice for this work and would present a hardship to many firms. Can this be reconsidered or can you provide further clarification?

    A: Your proposal may provide sub-tasks with amounts for the completion of each sub-task, should you require the amount broken down into smaller increments.


    Q (Consultant Duties): Will you be updating the map per the ordinace and what is the consultant's expected role in that effort?

    A: The consultant is expected to identify specific zones and their location. The city will be using in-house staff to update and produce the map, but there should be consideration that there will be consultant time in working with the staff to ensure the map is done accurately and completely.
