    The City and County of San Francisco, acting by and through the San Francisco Public Utilities Commission, is soliciting proposals from prequalified firms, teams, or joint ventures (JV), or other prequalified business entities to provide Design-Build services for Contract: DB-140, Southeast Water Pollution Control Plant – Secondary Clarifiers Rehabilitation.

    The SFPUC has pre-qualified firms (“Qualified Candidates”) through the Request for Qualifications (“RFQ”) process. As part of the RFQ, each firm’s Design Manager and Project Manager were qualified as part of the Proposer’s Team. Only the Qualified Candidates, appearing below in alphabetical order, are eligible to submit proposals as a Proposer in response to this RFP:

    1. PCL Construction West Coast, Inc. with Stantec Consulting Services, Inc.
    2. Walsh Construction Company II, LLC with Brown and Caldwell

    Built in 1952, the Southeast Water Pollution Control Plant (SEP) is the City’s largest wastewater treatment facility, handling nearly 80% of San Francisco's combined stormwater and wastewater every year. The purpose of the SEP secondary clarifiers (SEP 230) is to separate activated sludge in the mixed liquor from the treated wastewater. Return activated sludge is returned to the aeration tanks and waste activated sludge is transferred to the solids handling facilities. The sedimentation tanks consist of sixteen reinforced concrete circular tanks which are divided into two groups of eight, designated as the North and South clarifiers by their relative position on the plant site. Equipment included in SEP 230 consists of diffusers to mix the flow in the mixed liquor channels, gates and valves to control flow and sludge/scum collection equipment in the clarifiers.

    The Local Business Enterprise subconsulting and subcontracting participation requirements for this Project are 20.00% for Design Services and 20.00% for Construction Services, respectively.

    SFPUC project staff will conduct a pre-proposal networking conference on June 23, 2026 at 10:00 AM. The conference will be available by remote means only.     SFPUC will conduct a site inspection on June 23, 2026 at 1:00 PM at 750 Phelps St. San Francisco, CA. Signs will be posted for location within facility.
