Project Overview The project includes the renovation of 180,000 GSF of the existing University Student Union and a 50,000 GSF addition. The renovated space is a combination of 160,000 SF of indoor space and 20,000 SF of outdoor covered walkways and seating areas. Key program elements include: ¿ Food service ¿ Resource Centers ¿ Offices ¿ Lounges/Living Spaces ¿ Event Spaces ¿ Conference/Meeting Areas ¿ Recreation/Sports Facilities ¿ General Improvements ¿ Accessibility Upgrades ¿ New Site Work Schedule: ¿ Construction Start: February 1, 2026 ¿ Completion: May 15, 2028 Estimated Construction Cost: $225,000,000 Scope of Services The required material testing and deputy inspection services shall include, but are not limited to: 1. All required inspections per 2022 California Building Standards Code and project scope of work. 2. Visual inspection of concrete formwork, concrete testing, and reinforcement inspections. 3. Welding inspection for rebar (shop and site) and continuous inspection for placement of all reinforcing steel. 4. Onsite inspection and material testing for unit masonry assemblies, including preconstruction testing and pull test at wall anchors. 5. Inspection of field and shop welds, high strength bolt connections, non-destructive testing, inspection of all erection and identification of all structural steel. 6. Inspection of steel deck welding. 7. Inspection of sheathing and framing. 8. Inspection of all light-gage welding. 9. Inspection of full brick veneer installation. 10. Inspection of stairs and handrails connections (welds, bolts, etc.). 11. Pull test of approximately 10% of acoustical panel ceiling suspension wires. 12. Visual inspections for epoxy/drill in anchors. 13. Inspection of firestop penetrations and joints in accordance with 2022 CBC Section 1705.18. 14. Inspection of sprayed fire-resistive materials and intumescent fire-resistive materials. 15. Inspection and testing of roof top fall arrest anchors in accordance with CalOSHA and other applicable AHJ requirements. Provide unit cost per anchor. 16. Inspection of high-performance coating, of a representative area, on building exterior to confirm dry and wet film thicknesses. 17. Inspection of Fiber Reinforced Polymer (FRP) diaphragm strengthening and associated fire proofing in the existing USU building. 18. Inspection of shoring and lagging system. 19. Laboratory testing as required for reporting preparation. 20. Written daily field reports for each day of inspection and testing. 21. Written reports from in-house engineers as requested by the University. 22. Inclusion of all administrative fees in the proposal. 23. Note: Geotechnical scope of work is not included in this RFP. Proposal Requirements ¿ Provide unit cost for each test and/or inspection required, including for pick-up and/or delivery of test materials. ¿ Provide an anticipated budget amount for the required services. ¿ Proposals must be submitted by Friday, January 23, 2026 via email or delivered on a flash drive to our office. Hand deliveries must be received at our main office front desk by no later than 4:30pm. Hand deliveries after due date and time will not be accepted. Packages left outside of office will not be accepted. Selection Criteria Proposals will be evaluated based on a best value approach, considering cost, expertise, project personnel qualifications, firm experience, and personnel experience. Insurance Requirements ¿ Commercial General Liability Per Occurrence: $1,000,000 General Aggregate: $2,000,000 ¿ Automobile Liability is not required if vehicles are not being used in the actual work being performed. Vehicles entering the campus interior (other than parking lots) would be required to provide auto liability at $1,000,000. ¿ Worker¿s Compensation As required by the State of California, with Statutory Limits, and Employer Liability Insurance with limit of no less than $1,000,000 per accident for bodily injury or disease.
