    Description

    The City of Vernon is seeking the services of a highly qualified consulting firm to assist in the following compliance areas:Pipeline Safety and U.S. Department of Transportation (DOT) – Pipeline and Hazardous Materials Safety Administration (PHMSA) Compliance (Title 49 – Parts, 191, 192 and 199 CFR)1. Audit Support – Consultant shall provide audit support to include pre-audit preparation, on-site audit support, and post-audit support for response to regulatory agencies, development of action plans, and remediation of any items required by regulatory agencies.2. Consultant shall provide ongoing support for compliance with DOTPHMSA requirements, including but not limited to development and implementation of new procedures as required by applicable code requirements; updates for recent regulatory changes; and perform annual reviews of all pipeline safety compliance programs.3. Consultant shall support Vernon in management of program documents and procedures, as prescribed in pipeline safety code including support for programmatic needs comprising of Integrity Management Plan (IMP) threat, risk, and Preventive and Mitigative (P&M) development, class location studies, Moderate Consequence Area (MCA)/High Consequence Area (HCA) analysis, emergency response drills/exercises, engineering and design for construction of pipeline repairs including full constructionpackages, plans and as-built drawings, and general project management support for compliance tasks.4. Consultant shall provide subject matter expertise in the documentation and development of processes, procedures, and manuals for smaller utilities:a. Support implementation of compliance management software.5. Quarterly compliance and record reviews – Consultant shall review pipeline compliance tasks quarterly, including all required documentation completed and develop a plan for the following quarter.6. General compliance support – Consultant shall provide support for any pipeline safety compliance questions that do not fall within the previous categories.7. Training Resources – Consultant shall include pricing to provide training and qualification of Vernon employees under the Vernon Gas Division Operator Qualification Plan.Respondents must provide a logical breakdown of site visits and offsite analysis. All deliverables must be provided in both PDF and editable electronic formats. The Consultant shall maintain a list of project action items, which must be updated for all meetings.VPU’s gas pipeline system specifications and compliance programs are not included in this RFP due to their confidential nature. Upon award of the contract, Consultant will be required to execute a Non-Disclosure Agreement to cover all pertinent controlled documents.Respondents shall provide a reasonable annual estimate, as well as a three-year total estimate, for the time and expenses associated with the services requested herein. The following are the minimum qualifications to be used to evaluate responses to this Request for Proposals:1. Respondents shall have at least ten (10) years of natural gas experience related to the scope of services provided herein.2. Respondents shall demonstrate proven success in providing similar services, particularly for small utilities.3. A four (4) year college degree or an advanced degree in the physical sciences, engineering, or a related field is required, as determined by the City.4. Respondents shall have experience in supporting gas audits conducted by PHMSA and/or California Public Utilities Commission (CPUC).5. Respondents shall have completed a minimum of two PHMSA compliance program audits that resulted in a finding of “Satisfactory”. Notes: For any proposed exceptions to the City’s standard form services agreement, Proposer must provide a redline markup of the agreement, with supporting commentary, identifying any proposed exceptions to the agreement terms and conditions. The redline is required to be included as an attachment to the proposal submitted in response to the solicitation and will be considered in the evaluation of the Proposals.
