This package may include, but is not limited to, documents of tests performed, as-builts, and other materials asdetermined by City staff.• Collaborate with City staff to explore design and construction options for addressing complex natural gas issues.• Offer construction and repair support services executed by operator-qualified personnel include, which include, but are not limited to:o Welding of high-pressure steel gas pipe.o Fusion of PE distribution line.o Pressure testing of steel and PE pipes (with appropriate documentation).o Excavation and installation of steel or PE pipes.o Shoring of trenches and excavations.o Technical and maintenance support of regulator stations.o Obtaining encroachment permits and managing traffic control.• Provide emergency and additional support services including:o Recovery assistance following unforeseen events or natural disasters, such as a major earthquake.o Gas system support with operator-qualified personnel, as needed, in the event VPU does not have sufficient resources.• Identify Operator Qualification (OQ) providers, such as Energy Worldnet, Veriforce, etc.• Maintain OQ records of all employees working on City projects.Work ProcessThe contractor(s) will perform work on an as-needed basis under a three-year contract term. The design and construction of natural gas projects will be tailored to the needs of each customer and/or project. Each time VPU requires contractor support, a service order will be initiated by VPU, mutually agreed upon by the City and the contractor, and approved by an authorized City official. Each work order will include the following components:1. A detailed description of the work, including procedures, and where appropriate, sketches, plans and/or as-builts.2. A fixed cost of work, or estimated man-hours and equipment costs, as agreed upon by the parties, based on predetermined hourly rates, design, and equipment costs, as included in the base contract.3. A schedule for commencement and completion of the work.4. Any other relevant information. The following are the minimum qualifications to be used to evaluate responses to this Request for Proposals:1) Must have employees with extensive experience working on natural gas pipeline and infrastructure design and construction.2) Must respond promptly to requests.3) Must be located within a reasonable distance from the City to enable the quick dispatch of equipment and personnel.4) Must be capable to manage smaller projects, such as deploying a three-man crew for two days to complete a gas service connection.5) At all times during performance of the Work, including the full completion of any corrective actions during the Correction Period, all employees and/or subcontractors of the Contractor must be Operator-Qualified and hold the necessary certifications Work being performed.6) Must provide a Pipeline and Hazardous Materials Safety Administration (PHMSA) 49 CFR Part 199-qualified Anti-Drug and Alcohol Program and Management Information System (MIS) reports, in compliance with Title 49 Part 40 of the United States Code of Federal Regulations (CFR) and PHMSA 49 CFR Part 199.7) Must be registered with the Department of Industrial Relations (DIR), pursuant to Labor Code 1725.5.8) The contractor(s) shall apply for, obtain, and pay for all licenses required by governing authorities for the Work. Contractor(s) shall apply for and pay for a City of Vernon business license. Notes: For any proposed exceptions to the City’s standard form services agreement, Proposer must provide a redline markup of the agreement, with supporting commentary, identifying any proposed exceptions to the agreement terms and conditions. The redline is required to be included as an attachment to the proposal submitted in response to the solicitation and will be considered in the evaluation of the Proposals.
