The elements of the project, including treatment methods, shall be described based on information provided by the City.• Collect and review all existing project materials provided by the City, including maps, operational descriptions, treatment methods, and any available prior environmental documentation.• Coordinate with the City staff and CAL FIRE to establish communication protocols and confirm project scope and schedule prior to commencing work on the Initiation Study/Mitigated Negative Declaration (IS/MND) for CEQA compliance.Task 2- Initiation Study/Mitigated Negative Declaration (IS/MND)Task 2.1: Administrative Draft IS/MND• Prepare the Administrative Draft IS/MND using CEQA Guidelines Appendix G as the basis for analysis.• Evaluate all environmental resource areas including aesthetics, biological resources, cultural resources, geology/soils, hazards, hydrology/water quality, wildfire, and noise, using project-specific information and technical studies.• Incorporate relative findings from biological and archaeological reports into the impact analysis and mitigation recommendations.• Ensure internal consistency between all sections and cross-references.Task 2.2: Prepare Screencheck and Public Review IS/MND• Prepare a Screencheck version incorporating City and CAL FIRE edits, ensuring clarity, accuracy, and CEQA defensibility.• Coordinate real-time shared digital review (e.g. SharePoint), enabling City and CAL FIRE review edits collaboratively and to streamline comment reconciliation.• Prepare a Notice of Completion and, if directed, submit the IS/MND to the State Clearinghouse to begin the official 30-day public review period.• Deliver both Word and PDF formats for the Public Review IS/MND for the City website posting.• Confirm compliance with CEQA noticing requirements.Task 2.3- Final IS/MND• Assemble all public comments received during the 30-day review period and prepare written responses.• Coordinate with the City immediately if comments require additional surveys, technical evaluations, or substantial revisions.• Prepare an Administrative Draft Final IS/MND, Screencheck IS/MND review draft for City and Applicant review, in addition to a clean Final MND document.• Prepare a Mitigation Monitoring and Reporting Program (MMRP), including measurable performance criteria, responsible parties, and timing triggers.• Provide all final deliverables in both MS Word and PDF formats.Task 3: Biological Resources Assessment• Prepare a biological resources assessment letter report to document existing biological resources with the project footprint, including habitat for special-status species and other wildlife protected under federal and/or state regulations (e.g., nesting birds).• Review databases including the California Department of Fish and Wildlife’s (CDFW), National Diversity Database (CNDDB), U.S. Fish and Wildlife Service (USFWS) Information for Planning and Consultation (IPaC) online planning tool, and the California Native Plant Society’s (CNPS) Online Inventory of Rare and Endangered Plants, in addition to any other relevant environmental datasets to identify known occurrences of sensitive species and habitats from other projects in the site vicinity, as available.• Conduct a reconnaissance-level biological field survey over approximately 675 acres, documenting vegetation communities, wildlife species observed, habitat types, and environmental constraints.• Assess potential presence of special-status species based on vegetation, elevation, soils, hydrology, and regional records.• Map vegetation communities and any potential jurisdictional waters using field indicators such as hydrology, landform, and riparian vegetation.• Prepare detailed f
