    Description

    The Ramona Municipal Water District is working alongside the California Strategic Growth Council (SGC) to create a Ramona Community Resilience Center (RCRC) through state grant funding. Funding covers the construction or retrofit of facilities to serve as community resource centers that mitigate the public health impacts of extreme heat and cold, wildfire and drought challenges, and other emergency situations exacerbated by climate changes. As part of this grant, RMWD is seeking proposals from qualified Consultants to prepare a thorough community engagement plan, provide continued community outreach, and facilitate partnering with identified community advisory committees to achieve project success. The District is also seeking support for graphics and editing for the grant-required plans. The Consultant will be required to review the project elements and develop a project description(s) and a California Environmental Quality Act (CEQA) compliance strategy. For the purposes of this proposal, the Consultant shall assume that environmental analyses will be required, and an Initial Study /Mitigated Negative Declaration will be required for compliance. The Consultant will also be required to draft project description(s) for the project, complete environmental technical analyses and prepare documentation for the CEQA compliance. It is anticipated that at least an Initial Study /Mitigated Negative Declaration will be required. The Community Resilience Centers (CRC) Program term of the project is currently specified by the grant agreement, which has an end date of March 31, 2029. It is not yet known if the grant agreement period can be extended. The project will involve working closely with RMWD project management, other consultants hired to design the project, local interest groups and the community at large.
