    Description

    The City of Jacksonville is soliciting Request for Proposals (RFP) for the on-demand purchase of Bulk Oils on behalf of the Fleet Maintenance Department. The term of this procurement is for a three-year contract beginning July 1, 2026, and ending June 30, 2029, with the possibility of extending it for two (2), one (1) optional year. The City will select items based upon the criteria listed in Section XVI that is most advantageous to the City. The City of Jacksonville will be awarding the Purchase Order to one (1) vendor for this RFP. Please provide a price on all oil types. If you are unable to supply an item, please note that on your proposal. Deliveries will be on a weekly/bi-weekly basis. Your unit cost MUST include delivery to the City of Jacksonville Fleet Maintenance Center located at 350 South Marine Boulevard, Building C, Jacksonville, NC 28540, and any other applicable fees. Proposed RFP Schedule RFP Invitation Release Date/Advertisement June 2, 2026 Submission for Questions and Clarifications June 5, 2026 Response to Questions and Clarifications June 9, 2026 Submission of RFP to City of Jacksonville by 3PM June 15, 2026 Proposal Form The proposed price should be for the item listed or an equivalent item of similar quality. The brand names listed are provided as an example of the quality of the parts or equipment sought by this RFP. No additional shipping fees will be paid. The cost proposal and the Purchase Order amount will not include Sales Tax. However, the vendor must charge 7% sales tax which the City will pay. The proposed price should be for the item listed. It is a requirement that all Bulk Oils proposed be of Industrial or Professional Grade. The quantity below is an estimate for comparison of proposals but based on prior usage amounts for the year. Deliveries MUST be scheduled. To schedule a delivery, please contact Melissa Scott at (910) 938-6501 or email at mscott@jacksonvillenc.gov. There will be no deliveries scheduled past 4:00pm. Vendor will paid be for actual gallons purchased at the price stated below. For all proposed, you MUST list the Manufacturer, Model and part number. Individual unit prices shall include the cost of shipping. The City owns the tanks for each of the products listed on the Proposal Form. All Motor Oil’s and Transmission Fluid are in 265 Gallon Tanks and Hydraulic Oil is in a 400 Gallon Tank. DEF is in a 700 Gallon Tank. All products will be ordered in bulk, packaged by the gallon. The estimated volumes reflect one year of usage, not the full 3-year contract term. Vendors may submit their proposals digitally if the due date and time requirements are met. If the proposal is submitted digitally, no hard copies will need to be submitted. If a Vendor chooses to submit a hardcopy of their proposal, submit three (3) hard copies of the proposal. The hard copies shall be enclosed in a sealed envelope/box marked: “Request for Proposals: FY27 Bulk Oils” and delivered to: City of Jacksonville, City of Jacksonville, Fleet Maintenance 350 C South Marine Blvd, Jacksonville, NC 28540 Mon-Fri 7:30am-4:00pm. Proposals are due by 3:00 PM (EST) on June 15, 2026 either via email to jnelson@jacksonvillenc.gov and mscott@jacksonvillenc.gov or by mail.
