The Fleet Maintenance Center is seeking Requests for Proposals (RFP) for Fleet Washing Services on City of Jacksonville Equipment. The selected vendor would be responsible for performing biweekly refuse truck washing, graphics removal and interior/exterior cleaning of surplus vehicles, and standard interior/exterior cleaning of other City equipment as needed. The term of this contract begins July 1, 2026, and shall terminate on June 30, 2029, unless terminated earlier in accordance with the provisions of this Contract. The Agreement may be renewed for up to two (2) additional one (1) year options. The City will select items based upon the criteria listed in Section VIII. that are most advantageous to the City. The City of Jacksonville will be awarding the Purchase Order to one (1) vendor for all services listed in this Request for Proposal (RFP). SCOPE OF WORK Cleaning will take place in the wash bay at the Fleet Maintenance Center located at 350C South Marine Boulevard (behind AutoZone). The Public Services Complex is open Monday through Friday from 7:30 AM through 4:00 PM. Biweekly Cleaning of Refuse Trucks Biweekly (every two weeks) Cleaning of the Refuse Trucks includes full cleaning for the first one and partial cleaning for the second one. The full cleaning would consist of the entire exterior and interior of the truck including the Cab, Body and Chassis. The partial cleaning would consist of the interior and exterior of the Cab and Chassis (no body). Graphics Removal and Cleaning of Surplus Equipment Graphics removal and cleaning of Surplus Equipment will be completed as needed. The Fleet Superintendent places all surplus equipment on an online auction approximately 2-3 times per year and will coordinate directly with the vendor to schedule. This service will consist of stripping all City decals off, including all glue residue, and the interior and exterior cleaning of the equipment to prepare for the sale. Cleaning of Other City Equipment as Needed The cleaning of other City Equipment will be completed as needed. This service will consist of the interior and exterior cleaning on a variety of equipment to include sedans, trucks, vans and SUVs. PROPOSAL SUBMISSION REQUIREMENTS Proposal packages from qualified Vendors will be due by 2:00 PM (EST) on June 9, 2026, in person, via email to jnelson@jacksonvillenc.gov or by mail. Any Proposal submitted after this time will be considered non-responsive and will not be considered and shall be returned to the Proposer. If submitting digitally, the Proposer may wish to use the email receipt confirmation to confirm delivery of the Proposal. If the Proposal is sent by mail or other delivery system, the sealed envelope containing the Proposal shall be enclosed in a separate envelope plainly marked on the outside with the notations "PROPOSAL ENCLOSED", “RFP - FY27 Fleet Equipment Washing Services”, and name of the Vendor. For this to be considered a responsive proposal, the proposal form must be completed, all required forms signed and then submitted in a sealed envelope.
