This RFP will fund core specialty mental health services and up to two optional program components: a TAY Drop-In Center offering Early Intervention supports, and a TAY Transitional Housing program for youth experiencing homelessness or housing instability. The primary program will deliver Medi-Cal billable behavioral health services for youth enrolled in Full-Service Partnership–Intensive Case Management (FSP-ICM) or Coordinated Specialty Care (CSC) for First Episode Psychosis, with referrals screened and coordinated through BHRS. Optional services include a low-barrier, voluntary Drop-In Center focused on outreach, engagement, and early intervention, and a Transitional Housing program providing short-term housing assistance tied to HUD Small Area Fair Market Rents and Managed Care Transitional Rent policies. The initial contract term is three years (~July 1, 2026 – June 30, 2029), with the option to extend up to two additional years based on performance and funding availability. Total available funding includes up to $1,000,000 per year for behavioral health services, up to $450,000 per year for the optional Drop-In Center, and up to $65,000 per year for the optional Transitional Housing program, plus limited flexible spending funds.
