General Project Requirements All work must meet the requirements of the New York State Residential Code and the National Electrical Code and must be completed in accordance with manufacturer specifications. The contractor is responsible for the removal and proper disposal of all demolition and construction debris and will minimize waste and recycle materials where possible (no reuse). The successful bidder/contractor is responsible for obtaining all required permits and paying all associated fees, including notification of building and electrical inspectors, process inspections, and obtaining and providing copies of certificates of completion. Upon bid acceptance, the contractor must have on file with the North Country Rural Development office, or present, current Workers’ Compensation insurance, liability insurance, and a Lead-Based Paint Hazard Reduction Certificate. The contractor is responsible for issuing all applicable manufacturer warranties to the owner/occupants and for informing them about installed green building materials and practices to ensure proper understanding and operation of systems. The contractor shall provide North Country Rural Development with a copy of the building permit prior to the start of work. Change orders will not be issued for discovery items that are not hidden defects. Where interior work is specified, owners are responsible for moving furniture and personal belongings. Work shall be completed within the quoted timeframe; time is of the essence. All materials must be ordered within 14 days of contract award, and all repairs must be completed within 60 days of contract award. Upon completion of work, the contractor is responsible for obtaining a lead clearance report.
