Policy Review & Gap Assessment • Review current procedure • Benchmark against regulatory and industry standards • Identify gaps in governance, communication, field response, and documentation • Deliver a written Gap Analysis with prioritized recommendations B. Incident Response Framework Development Develop an integrated Incident Response Program including: • Updated Incident Response Plan • Defined emergency classifications and activation triggers • ICS-aligned structure and role definitions • Crisis communication protocols • Threat assessment and reporting framework • Field response enhancements • Incident documentation and After-Action templates Deliverables: • Updated IRP • Executive Quick Guide • Supervisor Playbook • Employee Emergency Action Guide • Reporting and review templates C. Training Development & Delivery Design and deliver tiered training for: • Executive Leadership (crisis decision-making, communications) • Supervisors/Managers (de-escalation, threat recognition, documentation) • General Employees (recognition, reporting, evacuation/shelter-in-place) • Field Personnel (hostile encounters, safe withdrawal, law enforcement coordination) Training must include scenario-based exercises. D. DEMCO reserves the right to request additional information or clarifications from proposers.The selected vendor will be required to enter into a contract with DEMCO containing standard terms and conditions, including insurance requirements, indemnification, and compliance with applicable federal, state, and local regulations. Proposals must be submitted electronically through the DEMCO Bonfire/Euna Solutions portal. Late submissions will not be accepted.
