    DEMCO REQUEST FOR PROPOSAL (RFP) Incident Response Policy Enhancement & Emergency Preparedness Training 1. Overview DEMCO seeks proposals from qualified firms to: • Review and refine its current Workplace Violence Prevention, Security, and Vandalism procedure (Revised 10/03/24) Workplace Violence Prevention, Security, and Vandalism Review and revise existing Incident Response Plan (IRP) aligned with industry best practices • Design and deliver role-based emergency response training • Improve organizational readiness and reactiveness during emergency events Proposals are due on or before 12:00 Noon, April 2, 2026 DEMCO has provided an optional template in excel for the pricing table. You can use this template if needed. It can be downloaded from the supporting document files provided with this RFP.Objectives The selected vendor will:Modernize and strengthen the existing policy frameworkClarify roles, authority, and escalation during incidentsAlign procedures with OSHA, FEMA/NIMS/ICS, and utility-sector standardsImprove reporting, communication, and documentation processesProvide practical, scenario-based training for leadership, supervisors, and employeesConduct exercises to test and strengthen response capabilitiesScope of Work A. Policy Review & Gap Assessment • Review current procedure • Benchmark against regulatory and industry standards • Identify gaps in governance, communication, field response, and documentation • Deliver a written Gap Analysis with prioritized recommendations B. Incident Response Framework Development Develop an integrated Incident Response Program including: • Updated Incident Response Plan • Defined emergency classifications and activation triggers • ICS-aligned structure and role definitions • Crisis communication protocols • Threat assessment and reporting framework • Field response enhancements • Incident documentation and After-Action templates Deliverables: • Updated IRP • Executive Quick Guide • Supervisor Playbook • Employee Emergency Action Guide • Reporting and review templates C. Training Development & Delivery Design and deliver tiered training for: • Executive Leadership (crisis decision-making, communications) • Supervisors/Managers (de-escalation, threat recognition, documentation) • General Employees (recognition, reporting, evacuation/shelter-in-place) • Field Personnel (hostile encounters, safe withdrawal, law enforcement coordination) Training must include scenario-based exercises. D. DEMCO reserves the right to request additional information or clarifications from proposers.The selected vendor will be required to enter into a contract with DEMCO containing standard terms and conditions, including insurance requirements, indemnification, and compliance with applicable federal, state, and local regulations.
