    Description

    The City of Bell, California, is requesting proposals from qualified vendors to provide RFP - Investment Advisory Services for the provision of professional investment management and advisory services. The City desires an experienced team to oversee the investment of all funds and is requesting proposals from firms to provide investment management and advisory services.     Evaluation Criteria

    • Review of Proposals (10 pts)

      City Staff, consisting at a minimum, of the following, will evaluate submitted proposals:

       Proposal Evaluation and Selection

      The review team may consist of some or all the following: City staff, outside experts, representatives of the local business community, members of other local or regional organizations, and representatives of the public. The final approval of any contract award recommendation will necessitate review and approval by the City Manager and potentially the City Council. The City may interview a limited number of finalists following the review and ranking of proposals. Interviews may be conducted in person, by phone or teleconference. Proposers invited to oral interviews will be provided with additional instructions in preparation of such interviews. Proposals will be evaluated on the following factors:

       

      1. Responsiveness to the instructions, requirements, and terms and conditions of this RFP.

      2. Project methodology and work plan.

      3. Demonstrated understanding of the project scope and tasks to be completed.

      4. Project team’s qualifications, expertise, credentials, licenses, and overall experience in carrying out the scope of service.

      5. Proposer’s municipal public sector experience conducting similar studies for cities of similar size and complexity.

      6. The demonstrated competence, ability, capacity, and skill of the Proposer to provide the services promptly, within the time specified, within budget, and without delay or interference.

      7. References and work product examples.

      8. Whether the price is fair, reasonable, and competitive.

    • Executive Summary (required)

      Provide a short overview of how the vendor will assist the city in achieving the goals outlined in this RFP

    • Company Profile (required)
      • Include an overview of vendor’s company, which encompasses a brief company history highlighting your experience working with local governments, the length of time the company has been in business, and the number of current employees.
      • Name the vendor’s main point of contact for the RFP process, including their email address and telephone number.
      • Describe any differentiators that set vendor and vendor’s systems apart from your competitors.
      • One-source vendors are preferred. If utilizing subcontractors for any portion of the RFP requirements, provide subcontractor company information and key personnel involved.
    • Project Team (required)
      • Identify and define vendor’s project team roles for implementation. 
      • Include a project team organization chart showing the relationship of each role.
    • Features & Functionality (required)
      • Provide a brief description of how vendor’s solution meets the minimum functional requirements as identified in the Scope of Work Section
      • Identify any functional requirement vendor’s solution cannot provide as described in the Scope of Work Section.
    • Implementation Plan (required)
      • Provide a typical phased implementation timeline including major tasks and deliverables.
      • Include a description of the vendor’s implementation approach.
      • Outline what role the city will play in the implementation.
    • Exceptions (required)
      • Identify any exceptions to the specifications of this RFP and attachments. Exceptions must reference the relevant section(s) and an alternate solution or substitute language in lieu of such requirement or specification.
    • Certification of Proposal (required)

      The Proposer hereby submits its proposal and agrees to be bound by the terms and conditions of this Request for Proposal.

      1. Proposer declares and warrants that no elected or appointed official, officer or employee of the City has been or shall be compensated, directly or indirectly, in connection with this proposal or any work connected with this proposal. Should any agreement be approved in connection with this Request for Proposal, Proposer declares and warrants that no elected or appointed official, officer or employee of the City, during the term of his/her service with the City shall have any direct interest in that agreement, or obtain any present, anticipated or future material benefit arising therefrom.
      2. By submitting the response to this request, Proposer agrees, if selected to furnish services to the City in accordance with this RFP.
      3. Proposer has carefully reviewed its proposal and understands and agrees that the City is not responsible for any errors or omissions on the part of the Proposer and that the Proposer is responsible for them.
      4. It is understood and agreed that the City reserves the right to accept or reject any or all proposals and to waive any informality or irregularity in any proposal received by the City.
      5. The proposal response includes all the commentary, figures and data required by the Request for Proposal.
      6. The proposal shall be valid for 90 days from the date of submittal.
