The Department of Public Works manages the City’s Paving Program, which operates on a rolling three-year cycle. In addition to paving, the City updates its Pavement Management System (PMS): inventory; assessments, including the Pavement Condition Index (PCI); rehabilitation costs; prioritization; and schedule every three years.During the last three evaluation cycles, Public Works used a spreadsheet driven data management system, which is highly technical and is ill-suited for public display and discussion. This approach also limits flexibility for life-cycle management, geographically based (Council District) alternatives consideration, and executive-level / resident level conditions-based presentation and visualization of the conditions of City streets. It also limits our ability to track trends in the PCI following annual rehabilitation work. For this Pavement Evaluation Cycle, the City intends to engage the services of a highly qualified and recommended firm to collect current pavement condition data; calculate appropriate condition index scores; provide a GIS-based PMS which allows a shift to a more proactive life-cycle management-based environment; and from that PMS deliver a 5-year to 7-year Pavement Management plan report.
