    Description

    It is the intent of these specifications, terms and conditions to describe the financial consulting services requested by Alameda County Health (ACH) to identify and implement payment reform and value-based purchasing opportunities for ACH and/or ACH’s community partners; and to provide planning and technical support in the implementation of the identified strategies. These services relate to the following topics:

    1. Payment Reform: From Cost-Based Reimbursement to Fee-for-Service (FFS) and Value-Based Purchasing (VBP)

    a. Specialty Mental Health (MH) Payment Transformation

    b. Substance Use Disorder (SUD) Payment Transformation

    2. California Advancing and Innovating Medi-Cal (CalAIM) Implementation

    The County intends to award a 35-month contract with the approximate term of August 1, 2026 - June 30, 2029 (with option to renew 2 additional years) to the Bidder selected as the most responsive and responsible Bidder whose response conforms to the Request for Proposal (RFP) and meets the County’s requirements. The total amount for the initial 11-month term of the contract shall not exceed $326,333. The amount for any 12-month period shall not exceed $356,000. The total amount for the 35-month term shall not exceed $1,038,333. Bidders may not request budgets above this amount. The final contract amount is subject to availability of funds and successful negotiations with the County.

      Responses to this solicitation must be complete.  Responses must address all the requirements identified within this solicitation and all related documents, including any Addenda. Failure to meet the Bidder Minimum Qualifications may also be considered an incomplete response and may result in the disqualification of the Bidder.

    • Description of Relevant Experience (150 pts)

      Proposals will be evaluated, including considering the RFP specifications and the questions below:

      1. How well has the Bidder described relevant experience, capacity and readiness to deliver the services requested?

      2. How extensive is the resources and capacity of the Bidder work on the project?

    • Description of Proposed Services (175 pts)

      Proposals will be evaluated considering the RFP specifications and the questions below:

      1. How well has Bidder demonstrated a thorough understanding of the purpose and scope of the project?

      2. How well does the description of proposed services depict a logical approach to fulfilling the requirements of the RFP?

      3. How well does the description of proposed services achieve all the requirements in the RFP, including the deliverables and reports the County expects it to provide?

      4. How thorough, thoughtful, and relevant is Bidder’s plan to collect data to monitor the progress of the proposed services?

      5. How well has Bidder identified pertinent issues and potential problems related to the project?

    • Deliverables and Reports (100 pts)

      Proposals will be evaluated considering the RFP specifications and the questions below:

      1. Has the Bidder demonstrated that it understands the deliverables the County expects it to provide?

      2. How well does the Bidder describe capacity and plans to meet the deliverables?

      3. Does the methodology described for required deliverables and reports depict a logical approach to fulfilling the requirements of the RFP?

      4. How well does the Bidder describe plans to support the communication and reporting requirements for the project?

    • Cost (50 pts)

      The points for Cost will be computed by dividing the amount of the lowest responsive and responsible bid received by each Bidder’s total proposed cost.

      Cost evaluation points may be adjusted by considering:

      1. Reasonableness (i.e., how well does the proposed pricing accurately reflect the Bidder’s effort to meet requirements and objectives?).
      2. Realism (i.e., is the proposed cost appropriate to the nature of the products and/or services to be provided?).
    • Budget Form and Narrative (25 pts)

      Proposals will be evaluated against the RFP specifications and the questions below:

      1. How well does Bidder’s cost capture all activities and staff needed to meet the services requested?

      2. How clear, realistic and reasonable are costs in relation to the services to be provided and the number of clients to be served?
