    Description

    The Pineville Housing Authority (KY039, hereafter “PHA”) requests proposals from qualified law firms to provide legal services under a contract to represent and advise the PHA in connection with the repositioning of its public housing portfolio. The firm must have demonstrated experience in repositioning, including the removal of units from the public housing program under the Rental Assistance Demonstration (“RAD”) program administered by the United States Department of Housing and Urban Development (“HUD”), as well as all related legal matters and closing transactions.

    The selected firm will provide legal representation in connection with the PHA’s conversion of its public housing units through RAD, which is anticipated to include RAD/Section 18 Small PHA Blend transactions and the use of low-income housing tax credits. The PHA intends to close out its public housing program after all its public housing units are repositioned.

    Legal services provided under this RFP are expected to last between three to five years.

    Proposals must be received by July 31, 2026, 4:00 PM EDT. Proposals must be submitted via email to james.crockett@pinevillehousing.com (Subject Line: RFP Response).

    Proposals received after the deadline will not be considered.

    The anticipated RFP schedule is detailed in the table below. PHA reserves the right to adjust this schedule as necessary and appropriate.
