According to the Americans with Disabilities Act of 1990 (ADA), the entity that is responsible for fixed-route public transit is also responsible for providing ADA complementary paratransit to persons who, because of their disability, cannot access or use the fixed-route bus system. At a minimum, ADA paratransit is provided where and when fixed-route public transit services are provided. (See Figure 1). This Request for Proposal (RFP) is to select a Contractor for a turn-key contract with the City to provide ADA Complementary Paratransit Services to the Citizens of Jacksonville. The City will notify all Proposers of changes in writing. Proposal Submission Format The designated City representative for questions relating to this RFP is Jillian Tuccero, Transit Manager. Proposers shall submit all questions regarding this RFP via email by 2:00 PM on June 15, 2026 to jtuccero@jacksonvillenc.gov. Questions received shall be addressed in an addendum. Questions received after this time shall not be answered. Individual meetings with Proposers shall not be held due to personnel workload. The Proposal shall be submitted on 8 ½” x 11” paper, side-bound with a Table of Contents and reference tabs for key sections listed within this section. The minimum font size is 12-point Times New Roman or 10-point Arial, except for captions. Please bookmark the RFP as outlined to assist those reviewing them. All parts of the submitted Proposal may become part of any subsequent Contract between the selected Contractor and the City. All Proposals shall follow the exact order and format prescribed in this RFP.
