    Description

    Seneca County calls for a qualified consultant or group of consultants to submit proposals for development of a Village of Ovid Revitalization Plan focusing on the downtown core of the Village of Ovid. A group of consultants may respond with one firm as the primary and any others listed subcontractors. The project shall be led by the Seneca County Department of Planning & Community Development in partnership with the Ovid Local Development Corporation and the Village of Ovid on behalf of the Seneca County Board of Supervisors. The Revitalization Plan will focus on Ovid’s Main Street (“downtown corridor” or “downtown core”) to provide guidance to local stakeholders and the public in revitalizing the downtown and charting a path forward. The scope of work for this project can be interpreted as two interrelated parts. The first is a downtown core revitalization plan focusing on the whole of Ovid’s Main Street to identify strategies that local governments and stakeholders can pursue to improve competitiveness through encouraging general building improvements and maintenance, improvement of housing options, and support for local businesses. The second interrelated part is a redevelopment feasibility analysis that would focus on finding a contextually appropriate pathway to redevelop parcels impacted by the previous fires. The County and its partners expect that any new resources or organizational capacity deemed essential for redevelopment at the fire-affected sites will also be crucial for supporting revitalization across the entire corridor, and vice versa. This report is meant to assist the County and its partners in beginning the work of building the necessary capacity to meaningfully address the scale of community development challenges in Ovid and beyond. Funding for this Strategic Downtown Redevelopment Plan & Feasibility Study is made possible through New York State Empire State Development’s Urban and Community Development Program Working Capital Grant for $50,000 with the Seneca County Board of Supervisors providing a $50,000 match (Resolution 83-25). The consultant will be required to schedule remote bi-weekly check-in meetings with the Planning Department. The consultant will also be required to present monthly progress updates and solicit feedback from the Ovid LDC once a month during a regular meeting. Monthly progress reports may be done remotely or in person. The selected consultant at the direction of Seneca County Planning will coordinate outreach initiatives with the Genessee Transportation Council’s separate Unified Planning Work Program (“UPWP”) Active Transportation Plan project as appropriate. This collaboration could encompass activities such as open houses, community meetings, or surveys. Consultant work for the UPWP grant is expected to begin in spring 2026. The goal is to create a unified strategy for public outreach across various planning activities in the community, minimizing seemingly similar events that could seem redundant given Ovid’s small population.
