    The City of Milwaukie is seeking proposals from qualified and experienced businesses or individuals for on-call financial consulting services related to utility financial planning, utility rate studies, cost of service analysis, System Development Charge methodology updates, infrastructure funding strategies, and related financial advisory services. Services may include support of the City’s water, wastewater, and stormwater utilities, Street Surface Maintenance Program, Safe Access for Everyone Program, and related infrastructure and transportation funding initiatives. Proposers should possess strong qualities in communication, timeliness and competency. A complete description of services is provided under Section 3 of the solicitation document. City intends to award a contract for a duration of five (5) years.City utilizes Euna Procurement Bonfire for its electronic procurement system. Proposals will be received until 2:00 p.m. PDT on Thursday, August 20, 2026, for the purpose of selecting a proposal who evidences the highest level of quality performance and technical competence. Proposals submitted after the deadline will not be accepted.
