The NYS Office of Mental Health (OMH) Counsel's Office is seeking to procure, through a Request for Quote (RFQ), a local Contractor to provide Outside Counsel - Guardianship services & representation in Article 81 Guardianship matters on behalf of clients at two of its Southern Tier region psychiatric facilities: Elmira Psychiatric Center & Greater Binghamton Health Center. Award will lead to a three-year discretionary contract effective August 1, 2026. A detailed Scope of Work is provided in the attached RFQ-26-002 document (pp. 1-4). Also attached is a draft version of the contract boilerplate (including scope as Appendix D). Interested vendors should review the RFQ document and contract boilerplate for further information. Included in the RFQ document is Attachment D - Quote Submission (pp. 7-8), which should be used to submit a quote in response to this RFQ. A pre-quote Q&A period shall be conducted over the coming weeks. As noted in the RFQ document (p. 4), potential offerors are to submit questions in writing to peter.rogers@omh.ny.gov by 3:00pm ET on Tuesday, June 30, 2026. Questions and answers will be sent to all potential offerors, as well as posted to this ad, by Tuesday, July 7, 2026. Quotes are due no later than 3:00pm ET on Tuesday, July 14, 2026.
