The Airport is issuing this Solicitation to establish a pool of pre-qualified financial institutions (“Providers”) to support the Airport Commission’s (“Commission”) financing needs. Specifically, the Commission seeks Providers to:
The purpose of this Solicitation is to determine your interest in being pre-qualified for inclusion in the Provider pool and to confirm your firm meets the minimum qualifications.
Providers are not required to submit proposed terms or pricing for any specific Facility or Bonds at the time of pre-qualification. Inclusion in the Pool does not imply a commitment by the Commission to request or accept proposals, nor to execute any related transactions. Rather, it enables the Commission to solicit further proposals and negotiate terms as needed.
Providers’ credit ratings will be subject to re-confirmation at the time of any proposal to ensure continued compliance with the Commission’s minimum rating requirements. Preference may be given to firms with the highest short-term and long-term credit ratings.
All Credit Facilities and direct purchases, and the Providers selected to deliver them, will be subject to Commission approval.
The Commission reserves the right to pursue Credit Facilities or direct purchases through other means, including individual negotiations or separate competitive solicitations. Additionally, other City departments may access the Pool to solicit Providers for other types of bond issuances.
The Airport seeks to pre‑qualify commercial banks and other financial institutions (“Proposers”) interested in (1) providing credit and/or liquidity facilities (“Facilities”) to support the Commission’s issuance of San Francisco International Airport bonds and commercial paper notes (“Bonds”), and/or (2) directly purchasing Bonds. This request is intended to determine your interest in being considered for inclusion in the pool of qualified Proposers and to obtain information regarding your current ratings. Airport shall evaluate Proposals to create a Prequalified Pool of Proposers (“Prequalified Pool”). Proposers prequalified under this RFQ are not guaranteed a contract. The City may use the Prequalified Pool, at its sole and absolute discretion, on an as-needed basis. Proposers meeting the Minimum Qualifications shall be added to the Prequalified Pool and eligible for potential contract negotiations (“Resulting Contract”) with the City, on an as-needed basis. A Prequalified Pool list is valid for 2 years, but may be extended for up to 2 additional years if re-opened by City in accordance with Section 21.4 of the San Francisco Administrative Code. Submissions may be accepted and evaluated on a rolling basis throughout the life of the Pool. However, to maximize eligibility for upcoming opportunities, Providers are strongly encouraged to respond by the initial deadline indicated in the Timeline of this solicitation. Providers submitting after the initial deadline must still be approved by the Commission before being added to the Pool and may experience delays that limit their ability to participate in time-sensitive opportunities. While ongoing submissions may be considered, no new applications will be accepted within two (2) months of the Pool’s final expiration date. Once the Pool is established, the Commission may contact Pre-Qualified Providers as needed to assess their interest and capacity to offer Credit Facilities or make direct purchases of specific proposed Bonds. Engagements will be negotiated on mutually acceptable terms and conditions. Pre-qualification does not guarantee a contract.
