    Description

The intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor (GC) to perform the Work to restore approximately 2,200 linear feet of an unnamed tributary to Elk Lick Run and approximately 200 linear feet along three (3) outfall channels that discharge into the unnamed tributary through the use of Rosgen Natural Channel Design (NCD) techniques, and the creation of a Level 2 constructed wetland in accordance with Virginia (VA) Department of Environmental Quality (DEQ) Stormwater Specification Number (No.) 13. The stream restoration includes three (3) reaches, the limits of which begin at a 5’ x 14’ triple barrel Conspan arch and single box culvert underneath Donegal Drive, and end at a 5’ x 15’ quadruple-box culvert at Loudoun County Parkway. There is one (1) pedestrian bridge crossing, three (3) mountain bike crossings, and two (2) plunge pools. The constructed wetland includes the one (1) access road, one (1) sediment forebay, three (3) deep pools, and one (1) outfall structure. The Project will also include the installation of riparian and wetland plantings.The Project is located within Conklin Community Park in South Riding. The Project limits are located on two (2) separate parcels, one (1) owned by South Riding Proprietary and one (1) owned by the Loudoun County Board of Supervisors.
