The purpose of this solicitation is to obtain a qualified Consultant to establish, lead,and operate a Program Management Office (PMO) that will function as an extension of Loudoun Countyâs Department of Transportation and Capital Infrastructure (DTCI) staff.The PMO shall provide comprehensive strategic partner and program-level leadership, governance, oversight, and execution support necessary to transform the Countyâs capital program from a reactive, project-by-project approach into a proactive, strategic, and performance-driven program.The selected Consultant shall deliver specialized expertise in large-scale portfolio and program management, including governance frameworks, internal controls, program analysis, reporting, and workforce capability development. The PMO will support the successful planning, programming, budgeting, and execution of a diverse capital portfolio consisting of transportation and facilities projects.The County intends to enter into a Contract with one Consultant to serve as the PMO for an initial one (1) year term with three (3) additional option years.
