    Description

    This Request for Qualifications ("RFQ") is being issued by the California State University ("CSU") to identify qualified dental benefit providers that may be eligible to participate in a subsequent Request for Proposal ("RFP") process. This RFQ is intended solely to evaluate the qualifications, experience, operational capabilities, provider network, financial stability, and technical resources of prospective respondents. This RFQ is not a request for pricing, a request for proposals, an offer, or a commitment by CSU to award a contract. Submission of Qualifications does not guarantee selection, qualification, invitation to participate in a future solicitation, or award of a contract. ¿ CSU reserves the right to: ¿ Determine respondent qualification status ¿ Request additional information or clarification ¿ Qualify all, some, or none of the respondents ¿ Modify, postpone, suspend, cancel, or reissue this RFQ ¿ Issue a subsequent RFP or other solicitation ¿ Reject any or all responses received Only respondents determined by CSU to be qualified may be granted access to confidential procurement information and invited to participate in the subsequent procurement process. Current Environment The Office of the Chancellor, located in Long Beach, California, is the system headquarters of the California State University (CSU). The Chancellor¿s Office Human Resources Administration develops, implements and administers the university's various benefit and leave programs and administers the executive compensation program under the direction of the Board of Trustees. Currently, the CSU system is comprised of twenty-two campuses statewide and the Office of the Chancellor. The CSU is an agency of the State of California and has limited independence. It is not subject to state civil service regulations but lacks the level of autonomy afforded to the University of California system. There are approximately 67,000 eligible employees and retirees statewide, eligible for dental benefits. CSU employees are categorized in five broad categories: executive, management, confidential, faculty and staff. Faculty and staff employees are represented by collective bargaining. The CSU Board of Trustees is responsible for governing the CSU. CSU represented employees are grouped into thirteen bargaining units as follows: the Union of American Physicians and Dentists (Unit 1), the California State University Employees' Union (Units 2, 5, 7, and 9), the California Faculty Association (Unit 3), the Academic Professionals of California (Unit 4), the Teamsters (Unit 6), the State University Police Association (Unit 8), International Union of Operating Engineers (Unit 10), United Automobile Workers (Unit 11 ¿ Academic Student Employees), and (Unit 13 ¿English Language Program Instructors, CSU Los Angeles). Within the PPO and HMO dental plans, there are several tiers (levels of coverage). Eligibility for Basic and Enhanced Dental plans is determined by collective bargaining classification for represented employees and by Trustee resolution for non-represented employees. Currently, all active and Basic retiree plans are noncontributory. However, the CSU reserves the right to negotiate plan changes, including employee contributions with the exclusive representatives of the various bargaining units or to implement plan changes for non-represented employees through Trustee resolution. All eligible employees have the option to elect the FlexCash option of $12 per month cash in lieu of dental coverage if they certify that they have other, non-CSU group dental coverage. (This cash option is not available to retirees). Participants in the cash option may opt in or out of the plan during each year's open enrollment period. The CSU Dental plans are currently fully insured (refund eligible), experience-rated and have been provided through Delta Dental of California since August 1, 1983. The HMO plans have been provided by Delta Dental (DeltaCare) of California since January 1, 2000. Participating suppliers must have the capability to connect and work with the California State Controller¿s Office (SCO) and CalPERS. State Controller¿s Office (SCO) and CalPERS Requirements As specified above, CSU¿s payroll and resulting premium payment is issued by the State Controller¿s Office for active employees and CalPERS for retirees (processed by the SCO). Premium warrants are issued to the provider for each line of coverage based on specific plan codes (active employee basic, active employee enhanced, retiree basic and retiree enhanced). The provider shall complete a separate contract with SCO and CalPERS.
